Book excerpt: While the 2011 Egyptian revolution has already become the subject of much debate, the roots of the socio-economic context which made the revolution possible have seldom been explored. Roberto Roccu addresses this gap and in doing this provides the first detailed study of the deeper causes of the Egyptian revolution. Relying on an innovative understanding of Antonio Gramsci's thought, He argues that economic reforms implemented since the late 1980s provided the conditions for both the emergence of a capitalist oligarchy within the regime and an unprecedented rise in socio-economic inequality in society at large. These two processes substantially eroded any remnants of hegemony, leaving the Mubarak regime ill-equipped to face the global economic crisis. By alienating sections of the ruling bloc while impoverishing vast strata of the population, neoliberal reforms provided a necessary, although by no means sufficient, condition for the Egyptian revolution to occur.

The switch from Nasser's state socialist-political economy to Sadat's more laissez-faire approach and the institutional and structural links between the two are analysed as the key to understanding the dynamic developments within Egypt. The book argues that the propagation of a new political economy was the primary basis of Sadat's ability to remain in power, while the weaknesses in that economy drove Sadat to seek external solutions and ultimately undermined his domestic support. His conduct of the 1973 war, his trip to Jerusalem, his enthusiasm for the United States and his whole perception of Middle Eastern affairs must be seen in terms of his domestic policies and internal troubles. Without underestimating the obstacles that still stand in the way of sustained economic growth and development, this book foresees a more optimistic outlook for Egypt than do other such studies carried out by international organisations such as the World Bank. Egypt’s Economic Potential argues that the main problem facing the Egyptian economy is that the government must resort to expensive public expenditure policies, in particular subsidising foodstuffs, in order to maintain the political consensus. This creates a savings gap which prevents the authorities from channelling savings towards financing the projects which will cerate economic growth. However, the book suggests that because the present regime is fundamentally stable and even further change at the top would be unlikely to alter the institutional framework of the country, the Egyptian economy has the potential for stable and rapid growth.

This peaceful and truly popular revolt came as a result of system failure on both political and economic levels of the regime of Hosni Mubarak who has been ruling the country for the past 30 years with political oppression, deteriorating standards of living and lack of economic equity. Persistent corruption with R&D spending less than 0.5% of the country's GDP generated an elusive path of artificially “high” growth rates. Now as Egypt embarks on its new beginning a number of questions are in desperate need for answers. This paper examines Egypt's economic performance before the revolution with an analysis of Egypt's real GDP growth, chronic inflation trends, poverty and income distributions as well as the performance of the economy's sectors and relative national competitiveness on the global scale. The analysis brings to light the most critical economic problems which was the main trigger of the January 25th revolution. The paper also examines the short term impacts of the revolution on the economy. The analysis then maps the unique opportunity in front of Egypt to step change its economy on macroeconomic as well as sectoral levels with a “Unique Value Proposition” as the recommended framework. Critical policy recommendations are then founded on a proposed cycle of competitiveness in order to achieve a higher economic quality of life for the masses and transform Egypt into an innovation driven economy in the long run. Starting with education, leading to cultural transformation and institutional governance, followed by reaching a competitive economy based on efficiency, are parallel prerequisites to achieving an innovative Egyptian economy in the long run with global competitiveness. Concrete strategies and timeline action plans are proposed.
