The monarch-appointed government prohibited organized political parties and restricted civil liberties, including freedoms of speech, press, and assembly and access to a fair trial for persons held under the Protection of Society Law and Combating Terrorism Law. Other continuing human rights concerns included restrictions on the freedoms of religion and movement, as migrant workers could not freely travel abroad. Trafficking in persons, primarily in the domestic worker and labor sectors, was a significant problem. Legal, institutional, and cultural discrimination against women limited their participation in society. The noncitizen "bidoon" (stateless persons) who resided in the country with unresolved legal status experienced social discrimination. The government took limited steps to prosecute those who committed abuses. Impunity existed for government officials.

Six case studies highlight the experiences of Costa Rica, Gabon, Georgia, India, Senegal, and Vietnam, demonstrating that successful diversification strategies require a long-term commitment and effective broad-based policies. Industrial policies can support diversification by addressing market failures, but they must be well-designed and effectively implemented. Common lessons include the necessity of maintaining macroeconomic stability, investing in human capital, and fostering competition. Sector-specific mechanisms like Special Economic Zones should be used cautiously, emphasizing underlying bottlenecks and minimizing fiscal costs. Country-specific insights include Costa Rica's strategic policy shift towards export orientation, Gabon's reduced dependence on oil, Georgia's market-friendly policies, India's skilled labor and software clusters, Senegal's infrastructure and business environment improvements, and Vietnam's transition from an agrarian to an industrial economy. The IMF's engagement in diversification emphasizes improving human capital, infrastructure, reducing trade barriers, and promoting international trade integration. Policymakers, researchers, and international organizations increasingly recognize the importance of economic diversification for resilient, sustainable, and inclusive growth, requiring nuanced policy interventions tailored to each country's context and capabilities.

With sustained, long-term economic growth, the highest per capita income in the world, a stable and well-capitalised banking sector, a sovereign wealth fund that is of true global significance and one of the largest reserves of natural gas just offshore, Qatar today has many advantages. It is clear that the country is in a strong position from which to continue its robust economic performance, and the years ahead will see a vast construction drive, in line with the principles of Qatar National Vision 2030 and catalysed by preparations for the 2022 FIFA World Cup. Oil and gas accounted for around 51.5% of Qatar’s economic output in 2013, while developing downstream facilities that add value to energy by-products, for example, has helped build a portfolio of petrochemicals, chemicals and fertiliser companies and looks set to see Qatar’s economic strength continue. With more than $222bn of projects in the pipeline, the construction sector’s growth has been forecast at 15% for 2014, while spending on infrastructure is set to reach $150bn in the run-up to the 2022 FIFA World Cup. Against this backdrop, Qatar looks set to continue offering a wide variety of opportunities for foreign investors.

Book excerpt: This book critically engages with the concepts of small states and soft power and advances a new approach to defining small states, a new conceptualisation of soft power, and a method for empirically analysing the exercise of soft power. It revisits the concepts of small states and soft power with a focus on Bhutan and Qatar and their approach to exercise soft power to achieve their foreign policy goals. Building on two main perspectives to define small states – the objective approach and the subjective perspective – this book offers an intersubjective approach to define states as small. The intersubjective approach requires a shared understanding between states that a certain state is small. The book further highlights the importance of deconstructing the meaning of size and to separate the notion of size from the concept of power because size is not always indicative of power. It argues that although small states tend to have fewer material resources than large states, they nevertheless can have influence through the exercise of soft power. Soft power is in this book defined as the ability of an actor to convince another actor that something is true. Convincing deals with the beliefs of an actor and is a mental decision rather than a physical action. This book argues that the exercise of soft power can be analysed through examining the development, projection, and reception of identities. The findings of this book show that Bhutan was more successful than Qatar in exercising soft power and explains the reasons for this variation. Aimed at a multidisciplinary audience, this book will be of particular interest to practitioners, scholars, and students of International Relations, Political Power, Small States, and Area Studies.
