Book excerpt: Given the decline in oil prices from mid-2014 on, the government’s drive to diversify the economy away from its traditional reliance on hydrocarbons in line with its Emerging Gabon Strategic Plan has taken on greater importance. Drawing on its sizeable timber and mineral reserves, Gabon aims to develop new industries and boost domestic value added with the ultimate goal of achieving emerging market status by 2025. In the meantime, however, weaker oil prices will likely cause complications for the next two to three years, as the authorities grapple with lower budgets and greater debt challenges.

Available in PDF, EPUB and Kindle. Book excerpt: This paper discusses challenges, outlook, and risks of Gabon’s economy. Gabon’s economy is facing mounting headwinds. Economic activity benefited from a one-off boost in oil production in 2015, due to the introduction of new oil fields and productivity improvements, which are expected to help maintain overall growth about 4 percent in 2015. However, the slowdown in non-oil economy activity continued, led by construction, transport, commerce, and services. The main downside risk to the outlook remains weak fiscal adjustment to sharply lower oil prices. In the event of weaker-than-projected performance on oil revenues or government spending, government would be forced to substantially draw down on its deposit buffer and/or significantly increase borrowing.

Book Gabon Economic Update December 2015

Download or read book Gabon Economic Update December 2015 written by Weltbankgruppe and published by . This book was released on 2015 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The structure of the Gabonese economy in 2014 reveals a strong dominance of services which account for 57.8 percent of real gross domestic product (GDP), followed by oil industry (20.6 per cent), other industries (15.4 per cent), and agriculture (6.3 per cent). Following lower oil revenues, from reduced prices and production, and lower non-oil revenue, the government reduced public expenditure from 26.7 percent of GDP in 2013 to 23.6 percent in 2014. Despite this, both government wages and salaries and goods and salaries increased leaving public investment to bear much of the brunt of the expenditure cuts resulting in only half of planned public investment being realized. In response to declining oil prices, the government adjusted the initial 2015 budget and revised the revenue assumptions. To cope with the financing gap, the government successfully issued a Eurobond of United States (U.S.) 500 million dollars in June 2015 with a maturity of ten years at a rate of 6.95 percent. Gabon has stated its intention to introduce a modern social protection system, however it has not yet reached the objectives set by the government. It still faces five major challenges to be addressed: (i) a lack of data; (ii) coordination of the system; (iii) ensuring fiscal sustainability; (iv) effective targeting of beneficiaries; and (v) building lesson-learning into policy. To meet these challenges the authors recommend focusing on the following: (a) deepen the analysis of poverty and vulnerability; (b) conduct an institutional audit; (c) formulate a deployment plan; and (d) simulate roll-out options.

The analysts used a broad range of sources of information, including foreign and domestic news reports, academic studies, nongovernmental organizations, think tanks, individual professional contacts, and visits to the region, in conducting their research. Download or read book Doing Business 2015 written by World Bank and published by World Bank Publications. This book was released on 2014-10-24 with total page 331 pages. Available in PDF, EPUB and Kindle. Book excerpt: Twelfth in a series of annual reports comparing business regulation in 189 economies, Doing Business 2015 measures regulations affecting 10 areas of everyday business activity: Starting a business Dealing with construction permits Getting electricity Registering property Getting credit Protecting minority investors Paying taxes Trading across borders Enforcing contracts Resolving insolvency Labor market regulations This year's report will present data for a second city for the 11 economies with more than 100 million inhabitants. These are Bangladesh, Brazil, China, India, Indonesia, Japan, Mexico, Nigeria, Pakistan, the Russian Federation, and the United States. Three of the 10 topics covered have been expanded, with further plans to expand on five additional indicators in next year's report. Additionally, the Doing Business rankings are now based on the distance to the frontier measure where each economy is evaluated based on how close their business regulations are to the best global practices. This provides a more precise view of each economy's performance and its improvement over time. The report updates all indicators as of June 1, 2014, ranks economies on their overall 'ease of doing business,' and analyzes reforms to business regulation identifying which economies are strengthening their business environment the most. Doing Business illustrates how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. It is a flagship product produced in partnership by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies have used the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 2,000 articles in peer-reviewed academic journals since its inception.

Available in PDF, EPUB and Kindle. Book excerpt: Every person aspires to a good life. But what does "a good or a better life" mean? The third edition of How's Life? provides an update on the most important aspects that shape people's lives and well-being: income, jobs, housing, health, work-life balance, education, social connections, civic engagement and governance, environment, personal security, and subjective well-being. It paints a comprehensive picture of well-being in OECD countries and other major economies by looking at people's material living conditions and quality of life across the population. Through a wide range of comparable well-being indicators, the report shows that countries perform differently in the various dimensions of well-being. For instance, low-income countries in the OECD area tend to do very well in subjective well-being and work-life balance, while their level of material well-being is much lower than that of other OECD countries. The report responds to the needs of citizens for better information on well-being and the needs of policymakers to give a more accurate picture of societal progress.

Book excerpt: In recent years, the country has sought to accelerate economic diversification, emphasising growth in its industrial, agricultural and service sectors. The second-biggest economy of the Economic and Monetary Community of Central Africa, which the country is chairing in 2013, Gabon has a population of 1.6m, according to the most recent data available from the World Bank. The country benefits from a wide base of natural resources, including large mineral deposits and timber, as well as arable land – all of which have helped feed its export revenues and boost headline indicators. However, it is the oil and gas sector that has been the dominant sector, with the country’s onshore and offshore blocks making it the fifth-largest producer on the continent. Production has been maturing recently, prompting the search to shift to deep-offshore blocks, but also encouraging greater diversification through the government’s Gabon Emergent strategy, which looks to channel capital and activity into key sectors such as tourism and manufacturing.
