Book excerpt: The rapid adoption of wind energy in the renewable energy mix can be seen in many industrialized nations in the past decade, in particular the need to agreed greenhouse gas reduction and stable energy supply are seen as a sound vision for a sustainable energy policy’. In an emerging market such as South Africa there are abundant renewable resources including wind energy, however there is low adoption observed to date. This study investigates barriers to entry in the South African wind energy sector and what the priorities are to remove such barriers for successful deployment of wind technology. Therefore, it was required to examine successful deployment of wind energy in the European Union and how such barriers were removed; this was set in the current status of the renewable energy sector and existing barriers in South Africa. It was necessary to gain insight of the inter-related issues on opening a traditional fossil fuel based energy market to a transitional implementation of renewable energy provisioning, considering the current utility monopoly based energy landscape in South Africa.

At the same time, the share of renewable energy sources (including wind, solar, hydro, and geothermal) must be increased, a process referred to as "energy transition". The already dire global warming situation also requires increasing renewable energy generation in regions with relatively small contributions to global greenhouse gas emissions (GHG). While much research has been conducted on the political economy of energy transitions in industrialized nations, political economy aspects of energy transitions in SSA have not received much analytical attention. This thesis thus seeks to examine how energy policy priorities are directed in Namibia. As an upper-middle income country with enormous potential for domestic renewable energy generation, Namibia’s energy transition still faces some considerable political and economic challenges. These challenges include a heavy reliance on energy imports and concerns around energy security. To demonstrate energy policy priorities by the Namibian government, I performed a Qualitative Content Analysis (QCA) of strategic energy policy documents and speeches issued by the Namibian government. The analysis shows that energy security and reaching universal energy access constitute the main concerns of the Namibian government. It also suggests that fossil fuel utilization and increased renewable energy generation as policy priorities are not viewed as conflicting.

Rather than proposing a blueprint for a more equable economic system, this book presents the results and implications of detailed and wide-ranging research on both the history and current dynamics of the South African economy, from the Second World War to the present. The authors analyze a range of strategic economic trajectories, linking these to the shifting balance of economic and political power in South Africa. But their approach is not prescriptive; instead they set the parameters within which the economic and political debates are conducted. They also discuss the theoretical arguments involved in the propositions that they and others have put forward. The books value is enhanced by the comprehensiveness of the data presented, and each chapter is self-contained so that particular topics can be studied separately.
