These analyses take the opposite view to the work that considers ex-combatants as spoilers. In Kosovo, the combatant leaders acted as peace brokers, facilitating demobilisation and exercising disciplinary control over rank-and-file combatants. Their position as brokers helped them to take control of the new state being built under international administration. This book shows the importance of the relationship between ex-combatants and the state and illustrates the multiplicity of their possible trajectories, including political ones. To elucidate the dynamics of co-production in shaping DDR policies and hybridising international policies as well as in state formation, the book relies on around a hundred interviews with ex-combatants of the KLA and with international personnel, as well as on the archives of international organisations and observations in the field. It uncovers the dilemmas surrounding the un-conventional DDR programme in Nepal, situating the phenomena in the divisive politics of war to peace transition. Drawing on the narratives and perceptions of ex-combatants and their families, the volume provides a compelling analysis of why some ex-combatants reintegrate socially and economically better than others at the end of a war. Analysing the consequences and effects of reintegration of Maoist ex-combatants in the post-conflict peace and security, the volume argues that cash-based schemed in DDR programme can pacify ex-combatants and de-politicise a DDR programme but cash alone can not reintegrate ex-combatants.

In Reassuring the Reluctant Warriors, Stefano Recchia addresses this important question by drawing on declassified documents and about one hundred interviews with civilian and military leaders.The most assertive, hawkish, and influential civilian leaders, he argues, tend to downplay the costs of intervention, and when confronted with hesitant international partners they often want to bypass multilateral bodies. America's top-level generals, by contrast, are usually "reluctant warriors" who worry that intervention will result in open-ended stabilization missions; consequently, the military craves international burden sharing and values the potential exit ramp for U.S. forces that a handoff to the UN or NATO can provide.Recchia demonstrates that when the military speaks up and clearly expresses its concerns, even strongly pro-intervention civilian leaders can be expected to work hard to secure UN or NATO approval—if only to reassure the military about the likelihood of sustained burden sharing. Conversely, when the military stays silent, as it did in the run-up to the 2003 Iraq War, bellicose civilian leaders are empowered; the United States is then more likely to bypass multilateral bodies, and it may end up carrying a heavy stabilization burden largely by itself. As terrorist groups’ influence and networks spread globally, a concerted effort in counterterrorism strategy is critical to mitigating the threat they present. Governments facing the threat of terrorism are typically strengthening their law enforcement, military and intelligence capabilities, but more complex initiatives such as deradicalisation and terrorist rehabilitation are more time-consuming and less attention-grabbing and so tend to be neglected. It is all too easy to 'do' rehabilitation ineffectively or to simply ignore it altogether. This is unfortunate, as an effective rehabilitation strategy can yield dividends over the longer term. Every committed terrorist is a potential recruiter, whether in prison or at liberty, for more terrorists. Even in death, they can potentially be presented as martyrs. Conversely, successfully rehabilitated terrorists can be valuable assets in the public relations theatre of battle. There is no single, simple solution to the challenges of deradicalisation and rehabilitation, but this book places examples of best practice within a robust, but flexible, conceptual framework. It gives guidelines for establishing and implementing a successful deradicalisation or rehabilitation programme, derived from a series of empirical case studies of successful projects around the world. It sets out both the necessary and desirable facets of such a programme, identifying which areas to prioritise and where budgets can be best spent if resources are tight. The authors provide detailed case studies of each step to illustrate an approach that has worked and how best to replicate this success.
