Book excerpt: Since its founding in 1982, the Small Business Innovation Research (SBIR) program has become the largest and most comprehensive public research and development funding program of small business research in the United States. An underlying tenet of the SBIR program, and the related Small Business Technology Transfer (STTR) program, is that small and young firms are an important source of new ideas that provide the underlying basis for technological innovation, productivity increases, and subsequent economic growth. By involving qualified small businesses in the nation's research and development efforts, SBIR/STTR grants stimulate the development of innovative technologies and help federal agencies achieve their missions and objectives. At the request of the Department of Energy (DOE), this report examines the SBIR and STTR programs at DOE, focusing on the effectiveness of DOE's SBIR/STTR processes and procedures on topic and awardee selection; DOE outreach efforts to SBIR and STTR applicants; collaborations created between small businesses and research institutions on account of the programs; a range of direct economic and non-economic impacts to awardees; and the role of SBIR/STTR programs in stimulating technological innovation and contributing to DOE's research and development needs, whether directly from awardees or indirectly through spillovers from other firms.

This study focuses on five paths to accelerate the market adoption of increasing clean energy and efficiency technologies: (1) expanding the portfolio of cleaner energy technology options; (2) leveraging the advantages of energy efficiency; (3) facilitating the development of increasing clean technologies, including renewables, nuclear, and cleaner fossil; (4) improving the existing technologies, systems, and infrastructure; and (5) leveling the playing field for cleaner energy technologies. The Power of Change: Innovation for Development and Deployment of Increasingly Clean Energy Technologies is a call for leadership to transform the United States energy sector in order to both mitigate the risks of greenhouse gas and other pollutants and to spur future economic growth. In the U.S. alone, there are thousands of CRCs on university campuses, and agencies like the National Science Foundation, National Institutes of Health, Department of Defense, and more recently the Department of Energy fund CRCs to address some of the nation’s most formidable challenges with science and technology, including cancer and other diseases, terrorism surveillance and the detection of weapons of mass destruction, and new energy technologies and smart energy grid development. Industry oftentimes participates in CRCs for access to knowledge, capacity development, and to mitigate risk. This volume includes research investigating CRCs from North America, Europe, Australia, and Asia to explore the dynamics of CRCs, including but not limited to resource allocation, structure, level of sponsorship, organization and membership, management and operations, objectives and goals, and in doing so identifies both differences and similarities across institutional and national contexts. The volume sheds light on the role of CRCs in promoting innovation, S&T policy, and economic development, and on the practical aspects of successful CRC management. Moreover, the works included in the volume consider the implications for the various stakeholder groups (firms, universities, researchers, students, policymakers) invested in CRCs.

Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.

Their proposal backs measures to stimulate private investment in new technology, within a revamped energy innovation system. It would encourage a broad range of innovations that would give policymakers a variety of technological options over the long implementation period and at the huge scale required, faster than could be accomplished by market forces alone. Even if the nation can't make progress at this time on pricing carbon, a technology strategy remains critical and can go ahead now. Strong leadership and public support will be needed to resist the pressure of entrenched interests against putting new technology pathways into practice in the complex and established energy sector. This book has helped start the process.
