The first of these two studies recognizes the complexity of executing military operations under the scrutiny of a very responsive, high technology world news media. Given the volatile, unstable, and ambiguous environment in which armed forces can find themselves, the actions of field forces have a greater chance than ever before of affecting subsequent strategic decisions made at higher levels. The pressure on field commanders to "get it right the first time" is demonstrably greater than ever. The author intends that these thoughts provide commanders with an understanding of the high technology and competitive news media environment they can expect to experience and offers specific suggestions for successfully communicating with reporters.

Book excerpt: This thesis research seeks to analyze the significance of the relationship between the media and the United States military during periods of international warfare. This thesis aims to explore the relationship between press access and consumption; and then further explore the relationship between the public perceptions as seen in the Vietnam War and the First Gulf War. Did the United States government's policies toward media access in the Vietnam War and the First Gulf War influence media coverage, and therefore public perception of those conflicts? Did the public perception from the Vietnam War and the First Gulf War influence foreign policy change in the United States? By comparing the media practices by journalists as determined by the United States government during the Vietnam War and the First Gulf War, I illustrated the relationship between the media and U.S. government and their multi-faceted influence on public opinion in recent history. The analysis concludes that while the media coverage during the Vietnam War significantly contributed to American public opinion, media coverage was not the sole factor of significant foreign policy change in subsequent cases of U.S. involvement in international conflicts. However, it was the effect of public opinion during and after the Vietnam War that influenced the Bush administration to change their media access policies during the First Gulf War. In suppressing and managing the media coverage, the government was able to successfully portray a military achievement in the Middle East.

How, then, did the United States manage to emerge victorious from the world wars of this century, including the Cold War, and still retain its fundamental liberties? For Karl-Friedrich Walling, this unprecedented accomplishment was the work of many hands and many generations, but of Alexander Hamilton especially. No Founder thought more about the theory and practice of modern war and free government. None supplied advice of more enduring relevance to statesmen faced with the responsibility of providing for the common defense while securing the blessings of liberty to their posterity. Hamilton's strategic sobriety led many of his contemporaries to view him as an American Caesar, but this revisionist account calls the conventional "militarist" interpretation of Hamilton into question. Hamilton sought to unite the strength necessary for war with the restraint required by the rule of law, popular consent, and individual rights. In the process, he helped found something new, the world's most durable republican empire. Walling constructs a conversation about war and freedom between Hamilton and the Loyalists, the Anti-Federalists, the Jeffersonians, and other Federalists. Instead of pitting Hamilton's virtues against his opponents' vices (or vice versa), Walling pits Hamilton's virtue of responsibility against the revolutionary virtue of vigilance, a quarrel he believes is inherent to American party government. By reexamining that quarrel in light of the necessities of war and the requirements of liberty, Walling has written the most balanced and moving account of Hamilton so far.

Book excerpt: The image of public relations, and particularly government public relations, is often linked to thoughts of press agentry and propaganda (Brown, 1976; Cutlip, 1995; Cutlip, Center, & Broom, 2000; Lesly, 1988), and journalists seem to agree with this association (Ryan & Martinson, 1985; Stegall & Sanders, 1986). As a result, a "media-public relations struggle' (Cutlip, 1976, p. 6) ensues, despite the reliance each has upon the other to do their jobs effectively (Bishop, 1988; Brown, 1976; Cutlip, 1976; Gieber & Johnson, 1961; Shea & Gulick, 1997; Sietel, 1992). This mutually-dependent relationship is especially important to the Department of Defense (Baroody, 1999, Braestrup, 1991), which considers the news media "the principal means of communicating information about the military to the general public" (Joint Pub 3-61, p. vi) and measures the effectiveness of the military public affairs program upon its ability to communicate with various publics to maintain awareness and support of the Defense Department (Public Affairs Handbook, 1991). Each of the branches of the armed forces - the Air Force, Army, Navy, and Marine Corps - has a distinct public affairs structure, including how they designate public affairs officers (Public Affairs Handbook, 1991). With the exception of the Marine Corps, which follows Navy guidelines, each branch also has their own set of regulations and policies.

The relationship between the Army and the media is considered in the broader context of the US Government's approach to information management. Given the growing importance of information operations in 21st century warfare, this study provides a succinct overview of how the US Army has approached its relations with the media over the previous century. The study highlights the recurrent tension that exists in both the Army and the US Government's information management writ large. This tension arises from the need for operational security and effective deception and psychological operations and the need to provide transparency to secure public acceptance and support for military operations. The long-running debate over how the Government's information management should be organized and operated reflects this tension. Thus, since World War I a number of bureaucratic manifestations of information management have been tried in wartime, including the Committee on Public Information, the Office of War Information, the Psychological Strategy Board, the United States Information Agency, and, most recently, the Office of Global Communications. With the exception of the United States Information Agency, whose tenure spanned the period from 1953 to 1999, all the other manifestations of bureaucratic information management rose and fell during the wars in which they were created. The growing pains of these organizations sometimes colored the Army's relationship with the media. The need for units in the field to participate in information management is a major challenge for future operations. This study reminds us that those commanders who have gone out of their way to engage the media have, in many cases, had the greatest success with information management.

Book excerpt: In an effort to explain how the military can better engage the media, this paper provides insights to the question, "How can the U.S. military proactively engage the domestic media in the planning and execution of military operations?" By proactively engaging the media, the military can better leverage the media and take advantage of its tremendous capability to influence public opinion. This paper investigates the importance of an effective military-media relationship, considers current Joint doctrine, and conducts a historic review (using the criteria of access, logistical support, operational security and context) of the relationship between the military and the media, focusing on how the military engaged the media in those operations and how the military can leverage the media to benefit future operations. To that end, and centered on the idea that public affairs is not just a PAO's issue, the military should make improvements in the following areas: (1) Establishment of media effects as an information age principle of war; (2) Continued use of embedded reporters, expanding on the current program to ensure coverage to include the post-hostilities phase; (3) Develop a more proactive approach towards dealing with foreign media; and (4) Promotion of a more assertive media policy to achieve a steady-state level of military-media engagement. In an era during which an increasingly smaller percentage of Americans have any contact with the military, the military must take the lead to develop a positive working relationship with the press and the public. In doing so, the military will provide the links that not only benefit it now, but in the future.

This study also examined what the military view of the relationship would be during combat and the middle grade Army officers, perceptions of if the media should be accorded First Amendment rights. Data were collected by a survey. Questionnaires were distributed to a stratified random sample of 278 officers in the Command and General Staff College, AY 92-93. Data were analyzed in terms of frequencies, a T-test, a Z-test, and contingency tables. Results indicated that middle grade Army officers negatively viewed the military-media relationship and the media being involved with their units during combat. Results also indicated that the public views the protection of media rights more negatively than the officers surveyed, except when it comes to the release of classified material.
