While the government’s long-term development plans are generally highly regarded, delivery and execution has occasionally been problematic. While there are major hurdles that must be cleared, given the country’s strong institutions and the rapid pace of economic expansion over the past two decades, South Africa should be able to look forward to 20 more years of peace and steady, sustained economic growth.

Book excerpt: The orientation and investments of large and lead firms can shape the patterns of industrial development and growth in a country. It is thus important to understand the investment decisions of large firms and how they relate to policy in terms of building productive capacity in the South African economy. This study assesses the investment decisions and strategies of the largest 50 firms listed on the Johannesburg Stock Exchange (JSE) (by market capitalisation) as they relate to industrial development in South Africa. The assessment is based on an analysis of publically available annual reports and announcements for listed firms. A key finding is that while there has apparently been considerable changes in the composition of the top 50 the very large firms (in the top 20) have largely retained their positions ranked by market capitalisation. The assessment also shows that while firms have shown significant profitability, they have retained significant portions of profits within their organisations. The majority of the retained profits are being held as reserves as opposed to being reinvested such that total reserves held stood at R1.4 trillion by 2016. Investments that have been undertaken largely comprise expenditure on replacement capital and mergers and acquisitions, rather than expansionary expenditure. There is a high degree of internationalisation by South African firms, with the majority of merger and acquisition deals being concluded outside South Africa.

Book excerpt: This research is aimed at finding empirical evidence to support the relationship between Broad-based Black Economic Empowerment (BBBEE) compliance and the financial performance of South African companies on the JSE. An independent measure of the BEE score was obtained from the Empowerdex Top Empowerment Companies (TEC) ranking from 2004 to 2009. 14 sectors on the JSE were selected to ensure inclusion of all major industries in South Africa. A total of 209 companies were selected, and the multivariate exploratory technique of Cluster Analysis was used. The predictor variable of the company's BEE status was then compared to a number of financial performance indicators such as annual share price, price-tobook value ratio and the price-to-earnings ratio (i.e. the outcome variables). By standardising the variables of the BEE score and using Compound Annual Growth Rate (CAGR), the k-means Clustering method yielded four interpretable clusters with 15, 64, 95 and 35 companies respectively. The finding indicate that only in the case of the cluster of companies that increased it's BEE score, were all three profitability measures significantly different and, according to the means, in the direction of higher profitability. However, there were no significant differences in the results to support the proposition that low-BEE scores of companies had a negative impact on their profitability and their firm's value over time.

Book excerpt: This research examines the association between Black Economic Empowerment (BEE) score and shareholder return. We look at the effect of a change in BEE score on abnormal returns for shareholders, as well as at the long term performance of holding portfolios ranked on BEE score. The study takes the form of an event study and a buy and hold portfolio analysis to understand both the short term and long term effects of a company's BEE score on abnormal returns. All companies, listed in the Johannesburg Stock Exchange's (JSE) All Share Index, which were BEE compliant between January 2009 and September 2015, are analysed. We observed a positive association between a change in BEE score and abnormal return in the short-term. In the longer term, portfolios which were comprised of companies with the best BEE scores generated lower returns than those with worse BEE scores. We attribute this surprising result to the high cost of BEE compliance. These results add weight to the existing body of literature which questions the efficacy of BEE.
