Book excerpt: The relationship between higher education and law enforcement performance is still under debate. Since the early 1900's policy makers have not come to a consensus to make college education a qualification for law enforcement employment nationally. The disagreement is not whether higher education has value, to the extent which it improves police performance is not held in consensus. Policy makers cite a lack of substantial results to validate making a college degree a qualification of law enforcement employment. Researchers have unsuccessfully attempted to provide suggestive results for the benefits of law enforcement officers possessing a college education against those who do not. Historically, the inability to correlate a significant relationship between higher education and performance leaves the subject in quandary. Using Negative Binomial Log Linear Regression, this researcher collected performance data from several police departments and certified police officers in the central Texas region. An electronic survey was provided to certified police officers to capture data on the independent variable professionalism. The study's collected data was cross referenced, and the officers badge numbers were replaced with a generic identifier to protect their identities. The names of the police departments were also removed from this study. Setting the significance level at .05, the three research questions for this study were answered: Is there a significant statistical relationship between higher education and police performance, does the type of degree matter, and is performance statistically significant to police performance? The results of the study suggest levels of education predicts a positive relationship with law enforcement officer performance, degree types do not matter, and professionalism is not statistically significant to police performance.

The chapters contain meta-analyses (statistical reviews of the literature) investigating the validity of methods used to predict police performance. These methods include education requirements, cognitive ability, background variables (e.g., military experience, arrest record, discipline problems at work), personality inventories, interest inventories, physical agility tests, assessment centers, and interviews. The first chapter in the book is a short primer on meta-analysis that informs the reader about the purpose of meta-analysis and how to interpret the meta-analysis tables contained in the book. Chapter 2 describes the methods used to conduct the meta-analyses for this project. Chapters 3-11 list the meta-analysis results for the various predictors of police performance. Chapter 12 describes a meta-analysis of the relationships among criteria (e.g., performance ratings, discipline problems, commendations), Chapter 13 describes a meta-analysis of the relationships among selection methods, and Chapter 14 describes a meta-analysis of the relationship between the various criteria and sex, race, age, and tenure. Chapter 15 summarizes the previous chapters and identifies future research needs.

Book excerpt: This study investigates whether 4-year college degree programs in criminal justice prepare police officers better than non-criminal justice programs. The research examines the performance and education of 180 officers in 2 agencies, randomly selected from a group of 360 sample subjects. There were 60 officers in each of 3 educational groups. Group one consisted of police officers with a high school education only; group two consisted of officers with a 4-year degree in criminal justice; group three was composed of officers with a 4-year degree in a non-criminal justice field. Officers in each group were compared as to performance level differences. Performance was measured according to number of commendations and awards, number of disciplinary actions, number of injury and sick days, and the number of years of military service. It was also evaluated through supervisor ratings, using the performance evaluation form of the international association of chiefs of police. Findings showed that patrol officers with a 4-year college degree perform at a higher level than patrol officers with a high school diploma only. No significant differences were found between the service records of officers with non-criminal justice degrees and officers with criminal justice degrees. It is recommended that future research focus on establishing the relationship between a college education and superior performance.

Book excerpt: The Turkish National Police converted its 9-month Police Training Schools to 2-year college degree programs in 2001 in their pursuit to improve the quality of police officers' job performance, police job preparedness levels, and the police service as a whole. The purpose of this study is to investigate the actual benefits of this higher education policy by empirically measuring and comparing the job preparedness and job performance of police officers with higher education and police officers without higher education. This study consists of two quantitative parts. The first part measured the job performance construct with multiple indicators, including performance evaluation scores, numbers of received official awards, and appreciation letters. The second part of the study measured the perception of officer's job preparedness levels through a self-report survey. The structural equation modeling technique was utilized to evaluate the latent constructs. A response rate of 55.5% was attained--500 out of 900. The study found that there were statistically significant positive relationships between police officers' level of education and job preparedness, as well as between police officers' level of education and job performance. Statistically significant relationships between jurisdiction sizes, assignment type, and perception of job performance with job performance and preparedness were also found. However, no significant relationships between gender, age, and marital status were identified with job performance and preparedness. Among the variables, education had the strongest influence on officers' job performance and preparedness. In addition, a negative relationship exists between officers' perception of self-performance ratings and observed job performance ratings, suggesting that officers that rated their job performance levels higher were actually the ones with lower observed job performance ratings. This study contributes to the body of knowledge on criminal justice and public policy not only in Turkey, but also internationally.

Book excerpt: Misconduct and corruption on the part of law enforcement officers has long lasting negative impacts, to include desecrating the delicate relationship between the community and law enforcement. Therefore, law enforcement executives must confront misconduct and corruption proactively and put systems in place to curtail these behaviors before they occur, rather than react after incidents come to light. This quantitative non-experimental study explored the existence of a statistically significant predictive relationship between law enforcement officers’ level of college education and their professional performance. Professional performance was measured by the number of reported complaints of misconduct and corruption made against a law enforcement officer internally as well as though citizen complaints, and the number of times law enforcement officers used force in the course of their professional duties. In addition, the variable of gender, age, race, and years of experience as a law enforcement officer were analyzed. A stratified random sample was chosen of 128 police officers employed by the Milwaukee Police Department between January 1, 2008 and December 31, 2013. The results of hypothesis testing concluded the number of use-of-force incidents law enforcement officers were involved in was a statistically significant predictor of the number of complaints of misconduct and corruption they received. In addition, the number of complaints received and years of experience was also identified as statistically significant predictors of use-of-force incidents. Several weak but significant correlations were identified between age and level of college education; level of college education and experience; gender and complaints; force and gender; and force and age.
