Book excerpt: We review the fuel-food price linkage model--time-series, structural, and general or partial equilibrium models, with most attention devoted to the time-series literature. Our assessment is nested in both the discussion of general commodity prices comovement and the prediction of the most likely development of biofuel policies and production. We show that the introduction of significant biofuels policies around 2005 increased the price transmission between fossil fuels and food commodities, illustrating the intuitively expected leading role of fuel prices over food prices. Particular price linkages dynamically evolve over time, depending on the particular market under consideration. The econometric results show that owing to policy-induced trade barriers, there is no evidence of a sufficiently integrated international biofuels market with the US, European, and Brazilian markets and that biofuel policies in these countries follow separate paths.

Book excerpt: This paper investigates the response of consumer price inflation to changes in domestic fuel prices, looking at the different categories of the overall consumer price index (CPI). We then combine household survey data with the CPI components to construct a CPI index for the poorest and richest income quintiles with the view to assess the distributional impact of the pass-through. To undertake this analysis, the paper provides an update to the Global Monthly Retail Fuel Price Database, expanding the product coverage to premium and regular fuels, the time dimension to December 2020, and the sample to 190 countries. Three key findings stand out. First, the response of inflation to gasoline price shocks is smaller, but more persistent and broad-based in developing economies than in advanced economies. Second, we show that past studies using crude oil prices instead of retail fuel prices to estimate the pass-through to inflation significantly underestimate it. Third, while the purchasing power of all households declines as fuel prices increase, the distributional impact is progressive. But the progressivity phases out within 6 months after the shock in advanced economies, whereas it persists beyond a year in developing countries.

Book excerpt: This paper replicates and extends the study of Zhang et al. (2010): “Food versus fuel: What do prices tell us?” Energy Policy 38, pp. 445-451. We confirm the findings of the original paper that there was only a weak relationship between ethanol and food commodities in the period between March 1989 and July 2008. In addition, we extend that study and examine the cointegration relationship between biofuels and related commodities for a considerably enlarged dataset (3 vs. 1 market, 26 vs. 8 commodities, analysis up till 2017 vs. 2008, weekly vs. monthly data frequency). Focusing on the biofuel markets of Brazil, the EU and the USA in the three separate periods before, during, and after the food crisis of 2007 and 2008, we show that studying the time variation of the relationships plays an essential role in their proper understanding. Our results help to clarify the wide extensive discussion about the role of biofuels prices in food shortages manifested particularly during the food crises. In agreement with the original study, we confirm that price series data do not support strong statements about biofuels uniformly serving as main leading source of high food prices and consequently the food shortages.

Within a period of slightly more than two years prices for staple food such as corn, soy, wheat, and vegetable oils have more than doubled. This price acceleration occurred at a time of surging crude oil prices and a rapid expansion of biofuel production, which relied nearly exclusively on feedstock from food crops. Consequently, the market development has triggered a controversial debate on the question whether the increase of agricultural prices in line with crude oil prices is a mere coincidence, due to stock market speculation, or result of a lasting integration of the agricultural and the energy sector. In the light of these uncertainties on an issue that could have a strong impact on global producers and consumers of food – particularly those in developing countries – the objective of this study is to analyse under which conditions agricultural commodity and crude oil markets could be linked in the future and in how far an integration of markets would affect developing countries. The dissertation is divided into three parts: Part I analyses under which conditions prices in different commodities markets in general follow the same trend. Part II investigates whether a similar co-movement of prices is technically possible in food and crude oil markets, while Part III focuses on potential effects of such a co-movement of prices on developing countries.

These findings reinforce the importance of adopting appropriate policies to maintain macroeconomic stability while protecting the poor.

Book excerpt: Abstract: In many poor countries, the recent increases in prices of staple foods raise the real incomes of those selling food, many of whom are relatively poor, while hurting net food consumers, many of whom are also relatively poor. The impacts on poverty will certainly be very diverse, but the average impact on poverty depends upon the balance between these two effects, and can only be determined by looking at real-world data. Results using household data for ten observations on nine low-income countries show that the short-run impacts of higher staple food prices on poverty differ considerably by commodity and by country, but, that poverty increases are much more frequent, and larger, than poverty reductions. The recent large increases in food prices appear likely to raise overall poverty in low income countries substantially.
