Book excerpt: Analyzing the modernist art movement that arose in Cairo and Alexandria from the late nineteenth century through the 1960s, Alex Dika Seggerman reveals how the visual arts were part of a multifaceted transnational modernism. While the work of diverse, major Egyptian artists during this era may have appeared to be secular, she argues, it reflected the subtle but essential inflection of Islam, as a faith, history, and lived experience, in the overarching development of Middle Eastern modernity. Challenging typical views of modernism in art history as solely Euro-American, and expanding the conventional periodization of Islamic art history, Seggerman theorizes a "constellational modernism" for the emerging field of global modernism. Rather than seeing modernism in a generalized, hyperconnected network, she finds that art and artists circulated in distinct constellations that encompassed finite local and transnational relations. Such constellations, which could engage visual systems both along and beyond the Nile, from Los Angeles to Delhi, were materialized in visual culture that ranged from oil paintings and sculpture to photography and prints. Based on extensive research in Egypt, Europe, and the United States, this richly illustrated book poses a compelling argument for the importance of Muslim networks to global modernism.

However, this began to change rather dramatically during the nineteenth century, as the Ottoman Empire was increasingly assimilated into the European-dominated global economy and the project of modern state building began to gather momentum. In Reading Clocks, Alla Turca, Avner Wishnitzer unravels the complexity of Ottoman temporal culture and for the first time tells the story of its transformation. He explains that in their attempt to attain better surveillance capabilities and higher levels of regularity and efficiency, various organs of the reforming Ottoman state developed elaborate temporal constructs in which clocks played an increasingly important role. As the reform movement spread beyond the government apparatus, emerging groups of officers, bureaucrats, and urban professionals incorporated novel time-related ideas, values, and behaviors into their self-consciously “modern” outlook and lifestyle. Acculturated in the highly regimented environment of schools and barracks, they came to identify efficiency and temporal regularity with progress and the former temporal patterns with the old political order. Drawing on a wealth of archival and literary sources, Wishnitzer’s original and highly important work presents the shifting culture of time as an arena in which Ottoman social groups competed for legitimacy and a medium through which the very concept of modernity was defined. Reading Clocks, Alla Turca breaks new ground in the study of the Middle East and presents us with a new understanding of the relationship between time and modernity.

A part of the largest non-Muslim minority within a multi-ethnic and multi-religious empire, the Greek Orthodox educated elite engaged in heated discussions about their cultural identity, Byzantine heritage, and prospects for the future, at the heart of which were debates about the place of traditional liturgical music in a community that was confronting modernity and westernization. This study, written by a Turkish and an American scholar, is a revision and corrective to western accounts because it is based on Turkish interpretations, rather than European interpretations, of events. As the world's dominant military machine from 1300 to the mid-1700's, the Ottoman Army led the way in military institutions, organizational structures, technology, and tactics. In decline thereafter, it nevertheless remained a considerable force to be counted in the balance of power through 1918. From its nomadic origins, it underwent revolutions in military affairs as well as several transformations which enabled it to compete on favorable terms with the best of armies of the day. This study tracks the growth of the Ottoman Army as a professional institution from the perspective of the Ottomans themselves, by using previously untapped Ottoman source materials. Additionally, the impact of important commanders and the role of politics, as these affected the army, are examined. The study concludes with the Ottoman legacy and its effect on the Republic and modern Turkish Army. This is a study survey that combines an introductory view of this subject with fresh and original reference-level information. Divided into distinct periods, Uyar and Erickson open with a brief overview of the establishment of the Ottoman Empire and the military systems that shaped the early military patterns. The Ottoman army emerged forcefully in 1453 during the siege of Constantinople and became a dominant social and political force for nearly two hundred years following Mehmed's capture of the city. When the army began to show signs of decay during the mid-seventeenth century, successive Sultans actively sought to transform the institution that protected their power. The reforms and transformations that began frist in 1606successfully preserved the army until the outbreak of the Ottoman-Russian War in 1876. Though the war was brief, its impact was enormous as nationalistic and republican strains placed increasing pressure on the Sultan and his army until, finally, in 1918, those strains proved too great to overcome. By 1923, Mustafa Kemal Atatürk emerged as the leader of a unified national state ruled by a new National Parliament. As Uyar and Erickson demonstrate, the old army of the Sultan had become the army of the Republic, symbolizing the transformation of a dying empire to the new Turkish state make clear that throughout much of its existence, the Ottoman Army was an effective fighting force with professional military institutions and organizational structures.

In Reproductive Politics and the Making of Modern India, Mytheli Sreenivas demonstrates how colonial administrators, postcolonial development experts, nationalists, eugenicists, feminists, and family planners all aimed to reform reproduction to transform both individual bodies and the body politic. Across the political spectrum, people insisted that regulating reproduction was necessary and that limiting the population was essential to economic development. This book investigates the often devastating implications of this logic, which demonized some women’s reproduction as the cause of national and planetary catastrophe. To tell this story, Sreenivas explores debates about marriage, family, and contraception. She also demonstrates how concerns about reproduction surfaced within a range of political questions—about poverty and crises of subsistence, migration and claims of national sovereignty, normative heterosexuality and drives for economic development. Locating India at the center of transnational historical change, this book suggests that Indian developments produced the very grounds over which reproduction was called into question in the modern world.
