Book excerpt: This issue of “International Migration” is devoted to the Seventh ICM Seminar, which examined the economic and social aspects of voluntary return migration. After statements by the Director General and by guest speakers, thirteen expert papers are presented in English, followed by summaries of the debates, conclusions, and recommendations in English, French, and Spanish. The topics covered by the expert papers include: the different forms, reasons, and motivations for voluntary return migration; the meaning, kinds, and consequences of return migration; problems confronting migrants on their return to their countries of origin; the return of international labour migrants in the ESCAP region; measures which host countries and countries of origin might adopt to promote the return of migrants; measures to facilitate the reintegration of migrants into their country of origin; programmes to encourage the return of talent and reverse the 'brain drain'; measures to facilitate the return and reintegration of highly skilled migrants into African countries; and, the various reasons for voluntary return migration. The summaries, conclusions and recommendations are grouped under five sub-themes, as follows. Sub-theme a) considers the different forms, reasons and motivations for voluntary return migration. It was recommended that information and counselling services to migrants should be improved, and that researchers should identify the motives for the return of different groups and clarify the problems they face on their return. Sub-theme b) considers return migration in the context of overall migration, and points out the lack of data, especially on the problems faced by women. Recommendations include the need to study the effects of return migration on the migrant family as a whole. Sub-theme c) considers the problems of reintegration faced by those returning, particularly by second-generation migrants. Coordination in research was recommended, and also that migrants should be accurately informed, before leaving their host country, about conditions they will encounter, including an up-to-date evaluation of their employment opportunities. Sub-theme d) concentrates on measures to ease the reintegration of returnees, which could be taken by, firstly, the host countries and, secondly, the countries of origin. Recommendations included the suggestion that the ICM and other international organizations should expand their activities in this field. The specific needs of the children of returning migrants should be provided for in both the host country and in their country of origin. Sub-theme e) considers measures to facilitate the return and reintegration of highly-skilled migrants into developing countries. The recommendations include the suggestion that the experience gained in ICM's Return of Talent Programmes in Latin America and Africa makes a useful base which might be expanded. Regional skill pools might be set up, to achieve regional self-sufficiency in certain needed skills and avoid to their loss through emigration. Aid which helps developing countries to strengthen their educational and training capabilities might encourage the return and reintegration of skilled migrants. The volume is completed by an extensive bibliography of material published, in several languages, on the subjects covered by the seminar.

Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine. This rich theoretical and empirical study will be of interest to researchers within European Studies and Migration Studies, as well as providing a useful contribution to policy debates on how to govern return migration, reintegration and circular migration. Largely non-white and from the world's developing nations, these children struggle with complex problems of racial and ethnic relations in multicultural urban neighborhoods, attend troubled inner city schools, and face discriminatory labor markets and an economy that no longer provides the abundant manufacturing jobs that sustained previous generations of immigrants. As the contributors to The New Second Generation make clear, the future of these children is an open question that will be key to understanding the long-range consequences of current immigration. The New Second Generation chronicles the lives of second generation youth in Miami, New York City, New Orleans, and Southern California. The contributors balance careful analysis with the voices of the youngsters themselves, focusing primarily on education, career expectations, language preference, ethnic pride, and the influence of their American-born peers. Demographic portraits by Leif Jensen and Yoshimi Chitose and by Charles Hirschman reveal that although most immigrant youths live at or below the official poverty line, this disadvantage is partially offset by the fact that their parents are typically married, self-employed, and off welfare. However, the children do not always follow the course set by their parents, and often challenge immigrant ethics with a desire to embrace American culture. Mary Waters examines how the tendency among West Indian teens to assume an American black identity links them to a legacy of racial discrimination. Although the decision to identify as American or as immigrant usually presages how well second generation children will perform in school, the formation of this self-image is a complex process. M. Patricia Fernandez-Kelly and Richard Schauffler find marked differences among Hispanic groups, while Ruben G. Rumbaut explores the influence of individual and family characteristics among Asian, Latin, and Caribbean youths. Nativists frequently raise concerns about the proliferation of a non-English speaking population heavily dependent on welfare for economic support. But Alejandro Portes and Richard Schauffler's historical analysis of language preferences among Miami's Hispanic youth reveals their unequivocal preference for English. Nor is immigrationan inevitable precursor to a swollen welfare state: Lisandro Perez and Min Zhou and Carl L. Bankston demonstrate the importance of extended families and ethnic community solidarity in improving school performance and providing increased labor opportunities. As immigration continues to change the face of our nation's cities, we cannot ignore the crucial issue of how well the second generation youth will adapt. The New Second Generation provides valuable insight into issues that may spell the difference between regeneration and decay across urban America.

Book excerpt: This open access book draws on award-winning cross-generational research comparing the complex and life-changing processes of settlement among Albanian migrants and their adolescent children in three European cities: London (UK), Thessaloniki (Greece), and Florence (Italy). Building on key concepts from the social sciences and migration studies, such as identity, integration and transnationalism, the author links these with emerging theoretical notions, such as mobility, translocality and cosmopolitanism. Ethnic identities, transnational ties and integration pathways of the youngsters and adults are compared, focusing on intergenerational transmission in particular and recognizing mobility as an inherent characteristic of contemporary lives. Departing from the traditional focus on the adult children of settled migrants and the main immigration countries of continental North-Western Europe, this study centres on Southern Europe and Great Britain and a very recently settled immigrant group. The result is an illuminating early look at a second generation “in-the-making”. Indeed, the findings provide ample grounds for pragmatic and forward-looking policy to enable these migrant-origin youngsters, and others like them, to more fully attain their potential. The book ends with a call to reassess the term “second generation” as it is currently used in policy and scholarly works. Children of migrants seldom see themselves as a particular and homogeneous group with ethnicity as an intrinsic identifying quality. More importantly, they make use of all the limited resources at their disposal, and view their integration processes through broader geographies – showing sometimes a cosmopolitan orientation, but also using localized reference points, such as the school, city, or urban neighbourhood.
