Book A Bibliography of Municipal Utility Regulation and Municipal Ownership Vol 4 Classic Reprint

Download or read book A Bibliography of Municipal Utility Regulation and Municipal Ownership Vol 4 Classic Reprint written by Don Lorenzo Stevens and published by . This book was released on 2015-08-05 with total page 426 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from A Bibliography of Municipal Utility Regulation, and Municipal Ownership, Vol. 4 An extensive bibliography intended primarily for the use of business men may appear somewhat novel. Yet the recent great increase in the number of special libraries is an indication of the widespread need for ready access to business literature. In the field of public utility regulation and municipal ownership the amount of material is so vast that few can keep pace with it. To provide a classified and critical index for the use of utility managers, commissioners, lawyers and all others interested in public utilities is the purpose of this work. In making a choice of material to be included and the form of presentation, the decision has been based upon the needs of the busy man of affairs. That the expert and the general reader alike may be served, all readily accessible books and signed articles, of more than transitory interest, have been listed. Free use of annotations, together with a detailed subject classification, will serve to guide the reader to the works best suited to his needs. Official publications are included only if especially valuable, but references to other sources of information are given in the list of bibliographies. Works in other languages than English are omitted. Electric, gas, water and traction utilities are covered, and it is believed that little of value on the subjects treated has been overlooked. Owing to the rapid changes in the methods of regulation during the last decade, nearly all of the recent but only the best of the earlier material is included. The work has been brought down to January 1, 1917. As no one person could pass expert judgment on so many subjects, the critical annotations are intended to indicate relative value only. Not all people will agree with the author's comments on the various works, but the annotations are only intended to facilitate a selection of material. The title and annotations, together with the subject classification, indicate quite closely the nature of each book and article. Book Municipal Control of Public Utilities

Download or read book Municipal Control of Public Utilities written by Oscar Lewis Pond and published by Forgotten Books. This book was released on 2017-10-11 with total page 118 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Municipal Control of Public Utilities: A Study of the Attitude of Our Courts Toward an Increase of the Sphere of Municipal Activity One of the most marked characteristics of American as of European civilization is the great development of urban life. This development has been not only extensive but intensive. Cities have increased not only in number but also in size, and not only are the problems incident to urban life becoming of interest to greater and still greater numbers of persons but the solution of these problems is at the same time becoming more difficult and more necessary. One of the methods of solving these problems is the extension of the sphere of municipal activity. At one time our conception of a city, similar to our conception of the government as a whole, was that it was an organization which should preserve order and, within the limits of the law which it was its duty to enforce, permit the greatest possible freedom of action to the individual, from whose initiative and energetic activity it was believed that the community as a whole would derive the utmost advantage. Book Draft Bill for the Regulation of Public Utilities

Download or read book Draft Bill for the Regulation of Public Utilities written by National Civic Federation and published by . This book was released on 2015-08-04 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Draft Bill for the Regulation of Public Utilities: With Documents Relating Thereto In 1907, the National Civic Federation appointed a Commission on Public Ownership and Operation to investigate, in this country and abroad, the history of such movements up to that date. The commission was thoroughly representative, and embraced in its membership men who believed in public ownership and operation, and men who did not; it embraced representatives of organized labor, and men interested in the private ownership and operation of public utilities; it embraced students of the subject, and men engaged in the actual regulation of public utilities as members of public commissions. This commission reported that public utilities from their nature tend to become and ought to be monopolies; and that unregulated monopoly in so important a field is impossible. In view of this conclusion, The National Civic Federation, in 1911, called another conference of people interested in this subject; as a result of which it was determined to create a department to prepare a draft bill for the Public Regulation of Interstate and Municipal Utilities. Enquiry revealed the fact that every state in the union has a regulative commission of some sort, except the states of Delaware, Wyoming, and Utah. Hence, the desirability of uniform legislation upon this subject, within reasonable limits, is evident. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book The Setting of Allowed Rates of Return for Public Utilities Classic Reprint

This book was released on 2018-02-02 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Setting of Allowed Rates of Return for Public Utilities Regulation of public utilities usually involves the setting of maximum overall rates of return which the firms are allowed to earn. These rates are normally applied on some measure of the firm's rate base which is also deter mined by the regulators. Normally the rate base is some variant of the firm's book value. Through court decisions general standards have devel oped as to the spirit of regulation. The return allowed must be sufficient to attract capital in the market. It must be commensurate to returns enjoyed by firms which face corres ponding risks. The meaning of these general notions to the economist is fairly clear. Returns allowed must somehow reflect the opportunity costs of capital. (2) About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Regulation of Urban Utilities in Iowa As the title clearly indicates, this paper on Regulation of U rban Utilities in Iowa professes to be no more than a preliminary study of a very large subject. Neither the time nor the means were available for an exhaustive investigation of the history of urban utilities in Iowa or for personal visits to all of the States operating under public utility commissions. A statement of the studies actually made by the writer will perhaps sufficiently in dicate the scope and the limitations of this investigation. Book excerpt: Excerpt from Laws of Illinois Pertaining to the Jurisdiction of the State Public Utilities Commission The Illinois Public Utilities Commission was created by an Act of the General Assembly approved June 30, 1913, the law becoming effective on the first day of January, 1914. By virtue of this enactment, the Commis sion is given supervision of all public utilities of the State. It supersedes the State Railroad and Warehouse Commission, having a much larger and more extensive jurisdiction, while retaining such powers conferred upon the old commission as are not nullified by the new law. The Public Utilities Commission law expressly repeals two enactments of the General Assembly - the Act creating the Railroad and Warehouse Commission and the Act defining and regulating express companies. A number of other laws relating to public utilities are repealed by implica tion as being in conflict with the Public Utilities Commission Act; others are impliedly repealed in part, and still others are to be construed with the new law. Whatever statutes relating to public utilities do not come within these enumerated classes are continued in effect without qualification.
