Up to the 1990s, the stock of migrants—citizens of one country living in another country—was dominated by intraregional migration, but over the last 15 years, migration outside the region has picked up sharply. In the coming decades, sub-Saharan African migration will be shaped by an ongoing demographic transition involving an enlargement of the working-age population, and migration outside the region, in particular to advanced economies, is set to continue expanding. This note explores the main drivers of sub-Saharan African migration, focusing on migration outside the region, as this has greater global spillovers. It finds that the economic impact of migration for the region occurs mainly through two channels. First, the migration of young and educated workers—brain drain—takes a toll as human capital is already scarce in the region, although some recent studies suggest that migration may have also a positive effect—brain gain. Second, remittances represent an important source of foreign exchange and income in a number of sub-Saharan African countries, contribute to the alleviation of poverty, and help smooth business cycles.

Throughout, the book’s contributors find that events in the Mediterranean cannot be considered alone in understanding migration decision-making from Sub-Saharan Africa, but as part of an increasingly complicated global system not encompassed by one simplified theory or by looking at one regional context in isolation. Knowing why individual people are moving and how they decide upon which routes to take can help to ensure policy that promotes safer travel options, or makes genuine alternatives to migration available.

Book excerpt: This report is the second of a series on emergencies and disaster relief published by the Swedish International Development Authority and the Nordic Africa Institute. It contains two papers that focus on some longer term impacts of refugee and migrant worker flows which have implications for the way humanitarian relief is conceptualised and planned. The first is an overview of migrant worker and refugee flows in Sub-Saharan Africa. It suggests that the negative impact of exporting male workers from rural households has been overemphasised. While there is psychological stress from family separations and the spread of Aids is associated with labour migration, such movements can also be viewed as a capital accumulation strategy which financially benefits the sending households without necessarily leading to a drop in their agricultural production and as vital foreign exchange for the sending country through incoming remittances. It also suggests that the presence of refugees is not necessarily an economic burden for the host country. Refugees may, as a labour source and as consumers, contribute to development. The second paper reviews the literature on shelter and settlement strategies for refugees. It advocates a conceptual approach which is developmental rather than relief-oriented, an approach which integrates refugees' and hosts' needs and puts emphasis on tackling the long term consequences of mass forced migration. Current practice is critically appraised to draw out the lessons of best practice and find alternatives to encampment style shelter. The author does not believe that the integrated planning and durable housing which he advocates would dissuade refugees from repatriating.

In the past, refugees have been perceived largely as a problem of international charity, but as the end of the Cold War triggers new refugee movements across the globe, governments are being forced to develop a more systematic approach to the refugee problem. Beyond Charity provides the first extensive overview of the world refugee crisis today, asserting that refugees raise not only humanitarian concerns but also issues of international peace and security. Gil Loescher argues persuasively that a central challenge in the post Cold-War era is to develop a comprehensive refugee policy that preserves the right of asylum while promoting greater political and diplomatic efforts to address the causes of flight. He presents the contemporary crisis in a historical framework and explores the changing role of the Office of the United Nations High Commissioner for Refugees. Loescher suggests short-term and long-term reforms that address both the current refugee crisis and its underlying causes. The region now faces unprecedented challenges, including the emergence of violent non-state actors, significant destruction, and a refugee crisis bigger than any since World War II. This paper raises awareness of the economic costs of conflicts on the countries directly involved and on their neighbors. It argues that appropriate macroeconomic policies can help mitigate the impact of conflicts in the short term, and that fostering higher and more inclusive growth can help address some of the root causes of conflicts over the long term. The paper also highlights the crucial role of external partners, including the IMF, in helping MENA countries tackle these challenges.

It reviews South Africa’s approach to international migration in the post-apartheid period from a regional development perspective, highlighting key policy issues, debates, and consequences. The authors find at least three areas where migration is resulting in important development impacts. First, by offering options to those affected by conflict and crises in a region that has limited formal disaster management and social protection systems. Second, by mitigating shortcomings and distortions in regional labour markets. Third, by providing support to struggling rural economies and ever expanding urban areas in terms of livelihoods and social capital transfers. Chapter One consists of a study of the country’s historical experience of migration and, in particular, analyses the changes in official attitudes throughout the twentieth century, indicating the roots of contemporary ideas and policy dilemmas. Chapters Two, Three, Four and Five complement this analysis of the South African State’s capacity to reform and manage the South African migration situation by looking at often neglected dimensions: the first explores the question of skilled labour, a crucial question given the unbalanced structure of the South African labour market; the second examines the impact of migration on local government in South African cities and specifically implications for urban planning, service delivery, health, security, and political accountability; the third analyses the nature of undocumented migration to South Africa and the challenges it raises to both State and non-State actors; The book concludes with an examination of health as a critical issue when examining the relationship between migration and development in South Africa, in light of recent empirical data.
