The idea is to source the roots of the economic stability and performance of Latin America?s largest country and to highlight the implications it will have in the near and remote future. Chapter 2 focuses on the Real Plan launched in 1994. A set of reforms which transformed Brazil’s economy from a protected economy facing four-digit inflation rates into a stable economy capable of competing with developed economies. It discusses the implementation of the Real Plan, its measures and its positive and negative consequences for the Brazilian economy. Furthermore we are going to deal with the recent past of Brazil’s economy since the presidential elections in 2002, when the leader of the workers’ party Lula da Silva was elected. We focus on the economic policy of the president and its government, whose election has almost led to the default of the Brazilian state because financial markets were afraid that the socialist candidate would pursue a 180 degree turn compared to the neoliberal economic policy of his predecessor. We analyze why Brazil was one of the last countries being affected by the financial crisis and why it was one of the first to leave it behind.

The largest country in South America by land mass and population, Brazil has been marked since its independence by a belief that it has the potential to play a major role on the global stage. Set apart from the rest of the hemisphere by culture, language, and history, Brazil has also been viewed by its neighbors as a potential great power and, at times, a threat. But even though domestic aspirations and foreign perceptions have held out the prospect for Brazil becoming a major power, the country has lacked the capabilities—particularly on the military and economic dimensions—to pursue a traditional path to greatness. Aspirational Power examines Brazil as an emerging power. It explains Brazil’s present emphasis on using soft power through a historical analysis of Brazil’s three past attempts to achieve major power status. Though these efforts have fallen short, this book suggests that Brazil will continue to try to emerge, but that it will only succeed when its domestic institutions provide a solid and attractive foundation for the deployment of its soft power abroad. Book excerpt: In this first overview of the Brazilian republican state based on extensive primary source material, Steven Topik demonstrates that well before the disruption of the export economy in 1929, the Brazilian state was one of the most interventionist in Latin America. This study counters the previous general belief that before 1930 Brazil was dominated by an export oligarchy comprised of European and North American capitalists and that only later did the state become prominent in the country’s economic development. Topik examines the state’s performance during the First Republic (1889–1930) in four sectors—finance, the coffee trade, railroads, and industry. By looking at the controversies in these areas, he explains how domestic interclass and international struggles shaped policy and notes the degree to which the state acted relatively independently of civil society. Topik’s primary concern is the actions of state officials and whether their decisions reflected the demands of the ruling class. He shows that conflicting interests of fractions of the ruling class and foreign investors gradually led to far greater state participation than any of the participants originally desired, and that the structure of the economy and of society—not the intentions of the actors—best explains the state’s economic presence.
