Book excerpt: By exploring in detail land reform movements in Britain and the United States, this book transcends traditional labor history and conceptions of class to deepen our understanding of the social, political, and economic history of both countries in the nineteenth century. Although divided by their diverse experiences of industrialization, and living in countries with different amounts of available land, many working people in both Britain and the United States dreamed of free or inexpensive land to release them from the grim conditions of the 1840s: depressing, overcrowded cities, low wages or unemployment, and stifling lives. Focusing on the Chartist Land Company, the Potters Joint-Stock Emigration Society, and the American National Reform movement, this study analyses the ideas that motivated workers to turn to land reform, the creation of working-class land reform cultures and identities among both men and women, and the international communication that enabled the formation of a transatlantic movement. Though there were similarities in the ideas behind the land reform movements, in their organizational strategies, and in their relationships with other reform movements in the two countries, the authors examination of their grassroots constituencies reveals key differences. In the United States, land reformers included small proprietors as well as artisans and factory workers. In Britain, by contrast, at least a quarter of Chartist Land Company participants lived in cotton-manufacturing towns, strongholds of unpropertied workers and radical activity. When the land reform movements came into contact with the organs of the press and government, the differences in membership became crucial. The Chartist Land Company was repressed by a government alarmed at the prospect of workers autonomy, and the Potters Joint-Stock Emigration Society died the natural death of straitened finances, but the American land reform movement experienced some measure of successso much so that during the revolution in American political parties during the 1850s, land reform, once a radical issue, became a mainstream plank in the Republican platform

Most of us think of tax as a pocketbook issue: how much we owe, how much we'll get back, how much we can deduct. In Our Selfish Tax Laws, Anthony Infanti takes a broader view, considering not just how taxes affect us individually but how the tax system reflects our culture and society. He finds that American tax laws validate and benefit those who already possess power and privilege while starkly reflecting the lines of difference and discrimination in American society based on race, ethnicity, socioeconomic class, gender, sexual orientation and gender identity, immigration status, and disability. Infanti argues that instead of focusing our tax reform discussions on which loopholes to close or which deductions to allow, we should consider how to make our tax system reflect American ideals of inclusivity rather than institutionalizing exclusion. After describing the theoretical and intellectual underpinnings of his argument, Infanti offers two comparative case studies, examining the treatment of housing tax expenditures and the unit of taxation in the United States, Canada, France, and Spain to show how tax law reflects its social and cultural context. Then, drawing on his own work and that of other critical tax scholars, Infanti explains how the discourse surrounding tax reform masks the many ways that the American tax system rewards and reifies privilege. To counter this, Infanti urges us to work together to create a society with a tax system that respects and values all Americans.

Through the example of the Massachusetts-based Dwight Manufacturing Company, the book provides an informative historic reference point to current debates about the continuous relocation of capital to low-wage, largely unregulated labor markets worldwide. In 1896, to confront the effects of increasing state regulations, labor militancy, and competition from southern mills, the Dwight Company became one of the first New England cotton textile companies to open a subsidiary mill in the South. Dwight closed its Massachusetts operations completely in 1927, but its southern subsidiary lasted three more decades. In 1959, the branch factory Dwight had opened in Alabama became one of the first textile mills in the South to close in the face of post-World War II foreign competition. Beth English explains why and how New England cotton manufacturing companies pursued relocation to the South as a key strategy for economic survival, why and how southern states attracted northern textile capital, and how textile mill owners, labor unions, the state, manufacturers' associations, and reform groups shaped the ongoing movement of cotton-mill money, machinery, and jobs. The author starts with the Reconstruction Period when the community was established and he carries the story down into the 1970’s. First there were the “Germans,”' the pioneers who built the community; then came the East Euopean emigres who had to cope not only with the problem of survival but the disdain if not the hostility of the already acculturated Central European settlers who had forgotten their own humble beginnings. After World War I came the fusion of the two groups and the need to cooperate religiously and to integrate their cultural, social, and philanthropic institutions. Binding them together and speeding the rise of a total Jewish community was the ever present fear of anti-Jewish prejudice and the “peculiar” problem, a real one, of steering a course between the Christian Whites and the Christian Blacks.
