In purely naval terms, the period from 1889 to 1906 is often referred to (and indeed passed over) as the `pre-Dreadnought era', merely a prelude to the lead-up to the First World War, and thus of relatively little importance; it has therefore received little consideration from historians, a gap which this book remedies by reviewing the late Victorian Navy from a radically new perspective. It starts with the Great Near East crisis of 1878 and shows how itsaftermath in the Carnarvon Commission and its evidence produced a profound shift in strategic thinking, culminating in the Naval Defence Act of 1889; this evidence, from the ship owners, provides the definitive explanation of whythe Victorian Navy gave up on convoy as the primary means of trade protection in wartime, a fundamental question at the time. The book also overturns many assumptions about the era, especially the perception that the navy was weak, and clearly shows that the 1870s and early 1880s brought in crucial technological developments that made the Dreadnought possible.

During Queen Victoria's reign, royal visits to Ireland were in fact generally met with great enthusiasm. Indeed, the strength of the opposition of some Irish nationalists to the monarchy was a sign of the purchase that it seemed to have on the allegiance of many people within nationalist Ireland. By the 1880s, however, the monarchy had become the focus for British imperial identity in England and for the denial of constitutional legitimacy to those in Ireland who wished for home rule. It began to face increasing opposition in Ireland both because nationalist politicians feared its influence might reconcile Irish people to the Union with Britain and because enthusiasm for monarchy in Ireland was used to feed a British discourse which saw Ireland as a country that could be appeased by concessions short of home rule and which did not take nationalist demands seriously. The book traces Ireland's interaction with the British monarchy from King George III to Queen Elizabeth II but focuses on the reign of Queen Victoria. It deals with its topic on two levels. It explores Queen Victoria's interaction with Ireland and her influence on British policy towards Ireland. And it examines how Queen Victoria and monarchy were perceived in Ireland. Whereas Queen Victoria's views and actions have previously been subject to historical analysis, no previous study has seriously explored how she was perceived in Ireland or the subtleties of nationalism's attitude towards monarchy. Abject Loyalty makes a significant and original contribution to the political and cultural history of Ireland and will be of interest to those concerned with understanding the historical development of Irish identity. Book excerpt: Lord Hugh Cecil, commenting in 1912 on the British Conservative party's staying power, said that the party's success was largely a matter of temperament, "recruited from...the natural conservatism that is found in almost every human mind." The Conservatives regarded the parties of the left as faddists or federations of pressure groups. In this thorough analysis, Coetzee examines the condition of the Conservative party during the two decades preceding World War I--a transitional period for the party, marked by the foundation of an unprecedented number of conservative pressure groups. Cecil's comment, Coetzee argues, obscures the extent to which conservative pressure groups forced their party to adapt in Edwardian England. The British Navy League, the Tariff Reform League, the Anti-Socialist Union, and a host of other groups changed the face of British conservatism, though not without considerable internal party conflict.
