Quebec was planted at almost the same instant as James town, the chief idea being not so much the settlement of the land as the exploitation of its resources. Both France and England rooted themselves deeply, but with a difference: New France remained subject to the whims of a tyrant and his tools, while Virginia began almost immediately the contest for self-government, and the Plymouth colony framed its own constitution while still on board the Mayflower.
