To know Japan - or any country for that matter - is more than an ability to recite a litany of facts about its history, geography, institutions, and culture. Disciplined thinking is needed to organize the disparate facts into a coherent system that can be grasped whole. Modern economics is the academic discipline underlying this book. The book uses economics and explains it, but without presuming the reader has any prior knowledge of it. The main object of interest is Japan. It starts with Japan's economic history since the late sixteenth century through the twentieth century. It then addresses contemporary topics in Japan's economy, beginning with ones that require an economy - wide perspective - economic growth and the business cycle, exchange rates, and the balance of trade. The discussion then moves on to sectors of the economy: the public sector, industry and trade, the financial system, the labor market, and more. Book excerpt: The West German "economic miracle," Simon Reich suggests, may be best understood as a result of the discriminatory economic policies of the Nazi regime. Reich contends that ideological and institutional characteristics originating under fascism were sustained despite Germany's return to democracy and heavily influenced the economic success of its automobile industry. By contrast, the liberal economic policies of the British state led in time to the decline of an industrial sector that in 1930 had closely resembled its German counterpart. Through detailed comparative histories of German and British automobile firms, Reich challenges traditional explanations of the divergent performances of the two nations' economies and sheds new light on the relationship between state policy and economic success in pre- and postwar Europe. Liberal, nondiscriminatory British policies favorable to multinational investment contributed significantly to the decline of domestic firms, he argues, so that eventually multinationals could threaten the health of the entire British economy by investing elsewhere. The Nazi state, however, thwarted the development of American subsidiaries and fostered a core of producers, government officials, bankers, and labor union leaders.

Book excerpt: First published in 1998, this study of Japan-U.S. trade friction and the role perceptual differences have played in its evolution differs from its predecessors in key ways. First, it is interdisciplinary, drawing on the research of anthropologists, area specialists, intercultural communication specialists, linguists, sociologists, and social psychologists as well as that of political scientists and economists. Second, it both identifies and quantifies perceptual differences between Japanese and American opinion leaders regarding the large bilateral trade imbalances, the bilateral relationship, and national negotiating styles. Third, original data were collected from completed questionnaires sent to 230 American and 230 Japanese opinion leaders from business, government, academia, and the media, who had been involved in some way with the rice, automotive, or semiconductor sectors. Fourth, the three case studies of trade friction are representative of three differing mixes of trade friction are representative of three differing mixes of trade friction causal factors and perceptual dynamics. Finally, based on the findings of this study, modest suggestions are offered on how the bilateral perceptual gap might be narrowed and trade friction diminished so that the structural and sectoral problems might more effectively be addressed. This book should be of interest to scholars, government officials, and business leaders in Japan, the United States, and other countries in the global community who are interested in bilateral relations, international economic and political affairs, and trade friction.
