Book excerpt: The paradigm of a rational individual acting on the earnings-enhancing benefits of migration is subjected to statistical scrutiny, using data from Turkey. Results with robust selectivity correction support the rationality hypothesis: Both migrants and non-migrants chose the option in which they had comparative advantage. However, the estimated gain from moving is negative for a substantial portion of migrants, whereas a minority realize very high returns. This suggests that migration is a lottery: Individuals are willing to invest in a proposition that has a high probability of yielding negative returns because of the potential for a very large payoff.

We model information frictions in the rational inattention framework and obtain a closed-form expression for a migration gravity equation that we bring to the data. The model predicts that ows from countries with a higher cost of information or stronger priors are less responsive to variations in economic conditions at destination, as migrants rationally get less information before deciding where to move. The econometric analysis reveals systematic heterogeneity in the pro-cyclical behavior of migration flows across origins that is consistent with the existence of information frictions.

Applying Max Weber’s theories of legitimacy, it determines that while states have certain traditionally legitimate functions, migration control, as distinct from the determination of citizenship, is not one such function. Measures of migration control must thus be justified on a rational-legal basis, that is, on a minimal evidential basis. Acknowledging the many obstacles states face in carrying out this legitimising exercise, it is suggested that a supranational approach at the regional level is the most sustainable long-term model, with an ultimate aim of achieving inter-regional cooperation on migration management on the basis of equality between regions.

The once Solid-meaning Democratic-South is now overwhelmingly Republican, and long-disenfranchised African Americans vote at levels comparable to those of whites. In The Rational Southerner, M.V. Hood III, Quentin Kidd, and Irwin L. Morris argue that local strategic dynamics played a decisive and underappreciated role in both the development of the Southern Republican Party and the mobilization of the region's black electorate. Mobilized blacks who supported the Democratic Party made it increasingly difficult for conservative whites to maintain control of the Party's machinery. Also, as local Republican Party organizations became politically viable, the strategic opportunities that such a change provided made the GOP an increasingly attractive alternative for white conservatives. Blacks also found new opportunities within the Democratic Party as whites fled to the GOP, especially in the deep South, where large black populations had the potential to dominate state and local Democratic Parties. As a result, Republican Party viability also led to black mobilization. Using the theory of relative advantage, Hood, Kidd, and Morris provide a new perspective on party system transformation. Following a theoretically-informed description of recent partisan dynamics in the South, they demonstrate, with decades of state-level, sub-state, and individual-level data, that GOP organizational strength and black electoral mobilization were the primary determinants of political change in the region. The authors' finding that race was, and still is, the primary driver behind political change in the region stands in stark contrast to recent scholarship which points to in-migration, economic growth, or religious factors as the locus of transition. The Rational Southerner contributes not only to the study of Southern politics, but to our understanding of party system change, racial politics, and the role that state and local political dynamics play in the larger context of national politics and policymaking.

Book excerpt: Why do millions of otherwise law-abiding people violate immigration laws? Past research on legal noncompliance shows that people's views about the law and legal authority are important determinants of their willingness to comply with the law, above and beyond economic considerations. A more comprehensive understanding of unauthorized migration thus requires a serious consideration of normative factors such as people's moral values and beliefs about the legitimacy of legal authority. This dissertation takes up that task through three papers that investigate the ways in which current and prospective unauthorized migrants view the U.S. immigration system and their acts of legal noncompliance. The first paper draws upon a unique set of focus group data with current and prospective unauthorized migrants from Latin America to analyze how they make sense of their noncompliance with U.S. immigration law. The second paper uses data obtained from a survey that was designed specifically for this study, to examine three important dimensions of legal values among prospective migrants from Mexico. The third paper develops and tests a decision-making model of unauthorized migration that considers not only the economic motivations of prospective migrants, but also their beliefs, attitudes, and social norms regarding U.S. immigration law and legal authorities. Together, these papers show that even in the context of unauthorized migration in which individuals are strongly motivated by economic need, the decision to migrate illegally cannot be fully understood without considering an individual's underlying values and norms.
