Book excerpt: This book of essays, which draws on the expertise of leading textile scholars in Britain and the United States, focuses on the problem of and responses to foreign competition in textiles from the late nineteenth century to the present day. A short introductory essay by the editor is followed by a survey of the debates surrounding the British cotton industry, foreign competition and competitive advantage. The other essays consider various aspects of that competition, including textile machine-making, Lancashire perceptions of the rise of Japan during the inter-war period and responses to foreign competition in the British cotton industry since 1945, whilst others deal with the decline and rise of merchanting in UK textiles and European competition in woollen yarn and cloth from 1870 to 1914. A recurring theme in a number of the essays is Japanese competitive advantage in textiles. The book is unique since although there are numerous books dealing with the problems of British staple industries, none focuses primarily on the issue of competition, its sources and responses, nor on textiles in general rather than a single industry. Moreover, since the scope is international rather than limited only to the UK, it follows recent trends in British busines history away from single company case studies towards a more thematic, comparative approach. In addition, the international authorship of these papers gives this book, first published in 1991, wide appeal.

The IRC used both its influence and its cash to direct or even to thwart market forces in the ‘national interest’. It was involved in the key industrial issues of the time, such as the mergers of GEC-AEI-English Electric and the formation of British Leyland. It defeated Rank in its bid to take over Cambridge Instruments, and stopped the Swedish SKF from buying the UK’s leading ball-bearing manufacturer. It also moved towards a development bank role, and its small executive team went on to play further leading roles in UK business. In the mid-20th century governments began to use so called ‘cartel registers’ to monitor and regulate their behaviour. This book provides cases studies from more than a dozen countries to examine the emergence, application and eventual decline of this form of regulation. Beginning with a comparison of the attitudes to regulation that led to monitoring, rather than prohibiting cartels, this book examines the international studies on cartels undertaken by the League of Nations before World War II. This is followed by a series of studies on the context of the registers, including the international context of the European Union, and the importance of lobby groups in shaping regulatory outcomes, using Finland as an example. Section two provides a broad international comparison of several countries’ registers, with individual studies on Norway, Australia, Japan, Germany, Sweden and the Netherlands. After examining the impact of registration on business behaviour in the insurance industry, this book concludes with an overview of the lessons to be learnt from 20th century efforts to regulate competition. During the late nineteenth century, Britain’s merchant banks had become pre-eminent in a world of fixed exchange rates, free trade and the unfettered mobility of international capital. This world was increasingly challenged in the interwar period, being replaced by floating exchange rates, trade protectionism and restrictions on capital movements. This book fills a gap in the historiography of British banking by recovering the histories of long-forgotten merchant banks rather than focusing on the better-known firms. Using a wide range of archival resources, it traces the strategic transformation by some merchant banks from higher-risk, capital intensive activities to lower-risk, advisory services. Brian O’Sullivan has been jointly awarded the 2019 BAC Wadsworth Prize for From Crisis to Crisis: The Transformation of Merchant Banking 1914-1939. It was judged by the Business Archives Council (BAC) to have made an outstanding contribution to the study of British business history. Brian shared the prize with Professor Priya Satia of Stanford University in California.
