Book excerpt: Excerpt from Depreciated Currency and Diminished Railway Rates During the summer of 1908 the daily press gave currency to rumors that the railways of the United States were considering a general revision of their schedules of freight rates with a view to obtaining increased revenue. Accompanying these reports were statements that the augmented cost of conducting the business of supplying railway transportation had made increased revenue absolutely necessary if wages were to be maintained at the existing level and interest obligations met. It was alleged that railway labor was costing vastly more than formerly, that locomotives, cars, rails, fuel, supplies and materials of all kinds, had increased greatly in cost and that while these changes had been in progress railway rates had remained substantially stationary or had, upon the average, declined. The meaning of these statements, if they could be accepted as accurate, was clearly that there had been a material decline in the value of the money received by the railways which, not having been offset by a corresponding increase in the sums received for particular services, amounted to a genuine decline in railway rates. Further, it was plain, that if such a decline had taken place and had proceeded so far as to endanger the current wages of railway employees or to render doubtful the ability to earn interest on bonds or a fair return to investors, the employees of the railways and owners of railway property were justly entitled to such nominal increases in rates as would, in part at least, offset the real reductions. Book excerpt: Excerpt from Labor Conditions and Wages in and Railway, Motor and Wagon Transportation Services in Cleveland Services in Cleveland Among the activities which are inextricably woven into the fabric of city life there is none which comes into closer touch with the life of the average citizen than street car transportation. Although little more than half a century old it has had a more rapid expansion than most industries stretching over the same period of time. Especially noteworthy has been its growth and development since 1900. The street railroad companies of the United States, which in 1902 employed over 140,000 persons had by 1907, increased this number to 221,000; and during the next half decade continued to expand, until their employees in 1912 numbered over 282,000 persons. One representative feature of the growth of street car transportation is that it has confined itself largely to the populous states. Ohio, with its large number of manufacturing cities, has far more street car lines than Texas which is largely agricultural. On the basis of the number of employees in the industry, Ohio is surpassed only by New York, Pennsylvania, Massachusetts and Illinois. In the order named, these states held the same relative positions in both 1902 and in 1912. The proportion which Ohio's street railway employees formed of the total number employed in the United States as a whole, increased from 7.1 per cent in the former year to 7.5 per cent in the latter. In actual numbers the increase was more marked, the number employed in 1912 being 21,245 as against 9,451 in 1912, an increase of approximately 125 per cent. As the city of Cleveland far outstrips in population other cities in Ohio, it follows naturally that its street car system employs the greatest number of men. At the close of the year 1915 there were employed in this service approximately 2,500 platform men who were almost evenly divided, there being 50.6 per cent for motormen as against 49.4 per cent for conductors. Owing to the use of "trailers" it might naturally be supposed that conductors would form the larger group, but that they do not is explained by the fact that during certain hours of the day motormen serve as conductors on trailer cars. These platform crews operated 1,445 revenue paying cars over a system of 360 miles of track, and collected over 242,000,000 revenue fares during the year, for which they were paid an aggregate amount of $2,100,000 in wages. Wages formed the heaviest item of expense in street car transportation, and of a car mile expense of 12.6 cents, 6.6 cents, or more than one half was spent on them.
