Defying every warning given to him by his handlers, Hadesbeck kept secret notes. Using these notes, author Dennis Gruending recounts how the RCMP spied upon thousands of Canadians. Hadesbeck’s life and career are in the past, but RCMP surveillance continues in new guises. As Canada’s petroleum industry doubles down on its extraction plans in the oil sands and elsewhere, the RCMP and other state agencies provide support, routinely branding Indigenous land defenders and their allies in the environmental movement as potential terrorists. They share information and tactics with petroleum industry “stakeholders” in what has been described as a “surveillance web” intended to suppress dissent. A Communist for the RCMP provides an inside account of Hadesbeck’s career and illustrates how the RCMP uses surveillance of activists to enforce the status quo.

How could one sentence do the question justice? Finally, after years of thoughtful contemplation, she has borrowed a phrase from the father of one of the original members of the North West Mounted Police--Sub-Inspector Francis Dickens : "It was the best of times, it was the worst of times." But the reason for avoiding the answer, like the question itself, was a little more complex than simply not having the correct words. To truly tell the complete story, some of the bad as well as the good must be told; and that was why senior female members like Ms. Hall had chosen to remain silent, fearing that any abbreviated response could be misinterpreted or subverted to unfairly attack the RCMP. After all, it was the RCMP who broke new social and professional ground when it decided : "In the absence of any empirical evidence to the contrary, the assumption had to be that females would be capable of performing all the diversified duties in the Force equal to the males." The RCMP, the embodiment of the Canadian national identity, levelled the professional playing field for women, and by doing so, in this unprecedented leadership role the RCMP catapulted the women's movement forward, impacting the lives of women throughout North America--and quite possibly the world. Says Jane Hall : "It is time to break the silence; time to acknowledge our successes and our failures. Time to move forward."

Just Watch Us investigates why and how this movement was targeted, weighing carefully the presumed threat its left-wing ties presented to the Canadian government against the defiant challenge its campaign for gender equality posed to Canadian society. Based on a close reading of thousands of pages of RCMP documents declassified under Canada’s Access to Information Act and the corresponding Privacy Act, Just Watch Us demonstrates that the security service’s longstanding anti-Communist focus distorted its threat assessment of feminist organizing. Book excerpt: In November 1997, the world media converged on Vancouver to cover the Asia-Pacific Economic Cooperation summit. The major news story that emerged, however, had little to do with the crisis unfolding in the Asian economies. At the UBC campus, where the APEC leaders' meeting was held, a predictable student protest met with an unusually strong police response. A crowd of students was pepper-sprayed, along with a CBC cameraman. The dramatic video footage of the incident that appeared on the evening news shocked Canadians. The use of noxious chemicals to attack non-violent protesters somehow seemed un-Canadian. It looked more like something that police and soldiers in less democratic countries would do. Other news stories developed. Two dozen law professors wrote to Prime Minister Chr�tien to report that a number of serious constitutional violations that had taken place on campus. One protester, held for fourteen hours for displaying a sign saying "Free Speech," initiated legal proceedings. Other lawsuits followed. The RCMP and the government of Canada were named as defendants, and a public inquiry was launched. A central issue was whether the Prime Minister's officials gave orders of a political nature to the police that resulted in law-abiding citizens being assaulted and arrested. But why all the fuss? So what if the Prime Minister gave orders to the police? The contributors to Pepper in Our Eyes maintain that the "so what" question is of vital importance. The events at APEC raised serious questions about constitutional principle, the role of police in a democratic society, public accountability, and the effects of globalization on rights and politics. The contributors, experts in a variety of fields, draw upon their knowledge to explain -- in plain English -- the background issues and the values at stake. Some of the authors, such as Gerald Morin, chair of the first RCMP Public Complaints Commission, and CBC journalist Terry Milewski, had a direct connection with the APEC affair. By getting at the fundamental issues behind the APEC affair, Pepper in Our Eyes seeks to raise our civic consciousness. This book is the culmination of nearly six years of research initiated by Fred Cate and Jim Dempsey to examine national practices and laws regarding systematic government access to personal information held by private-sector companies. Leading an effort sponsored by The Privacy Projects, they commissioned a series of country reports, asking national experts to uncover what they could about government demands on telecommunications providers and other private-sector companies to disclose bulk information about their customers. Their initial research found disturbing indications of systematic access in countries around the world. These data collection programs, often undertaken in the name of national security, were cloaked in secrecy and largely immune from oversight, posing serious threats to personal privacy. After the Snowden leaks confirmed these initial findings, the project morphed into something more ambitious: an effort to explore what should be the rules for government access to private-sector data, and how companies should respond to government demands for access. This book contains twelve updated country reports plus eleven analytic chapters that present descriptive and normative frameworks for assessing national surveillance laws, survey evolving international law and human rights principles applicable to government surveillance, and describe oversight mechanisms. It also explores the concept of accountability and the role of encryption in shaping the surveillance debate. Cate and Dempsey conclude by offering recommendations for both governments and industry.
