This study is about GEMS (the Global Environment Monitoring System) which the Conference recommended be set up to generate data and information necessary for worldwide environmental assessment. This book examines the genesis and evolution of GEMS, and the complex task involved in establishing GEMS and making it perform its functions. It relates GEMS to the factors which have shaped the international environmental agenda and cooperation since 1972. In particular, it highlights North-South differences and the problems inherent in the international organizations belonging to the UN system, vis-á-vis the novel and multifaceted challenges involved in dealing with systemic, cross-sectoral nature of global environmental problems. They also relate more broadly to the challenges of managing global interdependence and to the need to devise supporting organizational structures through reform and strengthening of the UN system. The contributors to this book examine how international environmental agreements are put into practice. Their main concern is effectiveness -- the degree to which such agreements lead to changes in behavior that help to solve environmental problems. Their focus is on implementation -- the process that turns commitments into action, at both domestic and international levels. Implementation is the key to effectiveness because these agreements aim to constrain not just governments but a wide array of actors, including individuals, firms, and agencies whose behavior does not change simply because governments have made international commitments. Part I looks at international systems for implementation review, through which parties share information, review performance, handle noncompliance, and adjust commitments. Ross McKitrick, The World Economy The Kyoto Protocol has singularly failed to shape international environmental policy-making in the way that the earlier Montreal protocol did. Whereas Montreal placed reliance on the force of science and moralistic injunctions to save the planet, and successfully determined the international response to climate change, Kyoto has proved significantly more problematic. International Environmental Policy considers why this is the case. The authors contend that such arguments on this occasion proved inadequate to the task, not just because the core issues of the Kyoto process were subject to more powerful and conflicting interests than previously, and the science too uncertain, but because the science and moral arguments themselves remained too weak. They argue that global warming is a failing policy construct because it has served to benefit limited but undeclared interests that were sustained by green beliefs rather than robust scientific knowledge. This highly topical book takes a frank look at the political motivations that underpin the global warming debate, and will appeal to political scientists and energy policy analysts as well as anyone with an interest in the future of the environment and in the policies we create to protect it.
