This study is about GEMS (the Global Environment Monitoring System) which the Conference recommended be set up to generate data and information necessary for worldwide environmental assessment. This book examines the genesis and evolution of GEMS, and the complex task involved in establishing GEMS and making it perform its functions. It relates GEMS to the factors which have shaped the international environmental agenda and cooperation since 1972. In particular, it highlights North-South differences and the problems inherent in the international organizations belonging to the UN system, vis-á-vis the novel and multifaceted challenges involved in dealing with systemic, cross-sectoral nature of global environmental problems. The lessons of GEMS and other issues presented in this book are highly relevant to the continuing efforts to set up effective programmes for ‘earthwatching’ and to promote international environmental cooperation. They also relate more broadly to the challenges of managing global interdependence and to the need to devise supporting organizational structures through reform and strengthening of the UN system. Book excerpt: The climate change problem can only be effectively dealt with if global anthropogenic greenhouse gas (GHG) emissions can be reduced substantially. Since the emission of such gases is closely related to the economic growth of countries, a critical problem to be addressed by the United Nations Framework Convention on Climate Change (FCCC) is: how will the permissible emission levels be shared between industrialised (ICs) and developing countries (DCs)? The thesis of this book is that the long-term effectiveness of the FCCC runs the risk of a horizontal negotiation deadlock between countries and the risk of vertical standstill within countries if there is little domestic support for the domestic implementation of measures being announced in international negotiations. The research question is: Can one observe trends towards horizontal deadlock and vertical standstill and if yes, how can the treaty design be improved so as to avoid such potential future bottlenecks? The research focuses on the perspectives of domestic actors on the climate convention and related issues in four developing countries: India, Indonesia, Kenya and Brazil. The following key findings emerge from the research: 1. Handicapped negotiating power: The common theme of the foreign policy of DCs is that ICs are responsible for the bulk of the GHG emissions and need to take appropriate domestic action.

The Headwater Control movement traces its history back to the First International Conference on Headwater Control, Prague, 1989. Throughout this brief history, Headwater Control has remained a typical environment movement 'ad hocracy'. At its meetings, for every convert to the multidisciplinary, integrative, practical, interventionist, and above-all 'green' ideals of the group, there have been several delegates who have found the whole concept both new and slightly incomprehensible. One reason for this has been the Headwater Control practice of trying to bring together scientists, practitioners, policy-makers and non-government environmentalist organisations. The group's larger meetings have always been federal gatherings. Sponsorship has been shared with invited participation from associations representing hydrological science, soil conservation, erosion control, forestry, environmental activism and so forth. These delegations may have included fellow travellers in the work to protect headwater environments, but their main concerns have not necessarily coincided with the Headwater Control group's prescriptions for the environmental regeneration of headwater regions. The Liberec Workshop, whose proceedings are distilled into this volume, provided a first opportunity for the scattered supporters of Headwater Control to talk among themselves and fmd out to what degree there really is a shared vision of the way forward in headwater management, restoration and protection.
