In 1883, Congress authorized the first ships of the "New Navy" and ordered removal of all obsolete ships. All US Navy ships since that time have stemmed from these first three cruisers. A popular misconception is that Jutland marked the end of the operational career of the German High Sea Fleet and the beginning of a period of stagnation for both it and its opponent, the Grand Fleet. The reality is much more complex. The German battle fleet was quiescent for much of the time in the North Sea, but it supported an ambitious amphibious campaign in the Baltic while a bitter commerce war was waged by U-Boats and the light craft fought a grueling campaign in the waters of the English Channel and the Belgian Coast. After Jutland focuses primarily on the Royal Navy as the dominant maritime force, but it also analyses the struggles of the beleaguered German Navy as it sought to find ways to break the tightening stranglehold of the blockade and undermine Allied control of the world's oceans - and of British home waters in particular. The continuing conflict in the Baltic will also be explored as the Germans increased the pressure on the Russian territory and the Russian fleet while the latter, despite its descent into revolution, still struggled to provide an effective counter to the Imperial German Navy. The Royal Navy learned much from Jutland and applied those lessons to good effect. It greatly improved the way that ships were organized for battle, as well as developing new tactics. There were also great leaps in communications and in command and control, while both aviation and undersea operations, including mine warfare, developed at breakneck pace. The Imperial German Navy made its own changes as a result of Jutland. Indeed, both Germany and Russia undertook much more naval innovation in the final years of the conflict than is often realized. By 1918, all the protagonists were fighting what was, in every way, a multi-dimensional maritime war that was the forerunner of naval conflict for the remainder of the twentieth century. The period also saw the entry to the conflict of the United States and the increasing commitment of the United States Navy. USN units saw hard service before the Armistice of November 1918. Many of the foundations of success in the next war were laid by the USN at this time. The learning curve was steep as officers and sailors alike sought to catch up on the experience of nearly three years of conflict, but they brought new methods and new applications of technology to the operational problems with which their coalition partners had been struggling. This included the Sixth Battle Squadron, which was rapidly assimilated into the Grand Fleet, absorbing the hard-won knowledge of their British colleagues, but applying some of their own ideas.

Although the German people readily embraced the argument that an “undersea blockade” of Britain enforced by their navy’s Unterseeboote (U-boats) was the moral equivalent of the British navy’s blockade of German ports, international opinion never accepted its legitimacy. Sondhaus explains that in their initial, somewhat confused rollout of unrestricted submarine warfare in 1915, German leaders underestimated the extent to which the policy would alienate the most important neutral power, the United States. In rationalizing the risk of resuming the unrestricted campaign in 1917, they took for granted that, should the United States join the Allies, German U-boats would be able to stop the transport of an American army to France. But by bringing the United States into the war, while also failing to stop the deployment of its troops to Europe, unrestricted submarine warfare ultimately led to Germany’s defeat. Because US manpower proved decisive in breaking the stalemate on the Western Front and securing victory for the Allies, Sondhaus argues that Germany’s decision to stake its fate on the U-boat campaign ranks among the greatest blunders of modern history.

Book excerpt: Striking the Hornets’ Nest provides the first extensive analysis of the Northern Bombing Group (NBG), the Navy’s most innovative aviation initiative of World War I and one of the world’s first dedicated strategic bombing programs. Very little has been written about the Navy’s aviation activities in World War I and even less on the NBG. Standard studies of strategic bombing tend to focus on developments in the Royal Air Force or the U.S. Army Air Service. This work concentrates on the origins of strategic bombing in World War I, and the influence this phenomenon had on the Navy’s future use of the airplane. The NBG program faced enormous logistical and personnel challenges. Demands for aircraft, facilities, and personnel were daunting, and shipping shortages added to the seemingly endless delays in implementing the program. Despite the impediments, the Navy (and Marine Corps) triumphed over organizational hurdles and established a series of bases and depots in northern France and southern England in the late summer and early fall of 1918. Ironically, by the time the Navy was ready to commence bombing missions, the German retreat had caused abandonment of the submarine bases the NBG had been created to attack. The men involved in this program were pioneers, overcoming major obstacles only to find they were no longer needed. Though the Navy rapidly abandoned its use of strategic bombing after World War I, their brief experimentation directed the future use of aircraft in other branches of the armed forces. It is no coincidence that Robert Lovett, the young Navy reserve officer who developed much of the NBG program in 1918, spent the entire period of World War II as Assistant Secretary of War for Air where he played a crucial role organizing and equipping the strategic bombing campaign unleashed against Germany and Japan. Rossano and Wildenberg have provided a definitive study of the NBG, a subject that has been overlooked for too long.

The elites and intelligentsias of both countries staked out claims to dominance in the twentieth century. In Militarism in a Global Age, Dirk Bonker explores the far-reaching ambitions of naval officers before World War I as they advanced navalism, a particular brand of modern militarism that stressed the paramount importance of sea power as a historical determinant. Aspiring to make their own countries into self-reliant world powers in an age of global empire and commerce, officers viewed the causes of the industrial nation, global influence, elite rule, and naval power as inseparable. Characterized by both transnational exchanges and national competition, the new maritime militarism was technocratic in its impulses; its makers cast themselves as members of a professional elite that served the nation with its expert knowledge of maritime and global affairs. American and German navalist projects differed less in their principal features than in their eventual trajectories. Over time, the pursuits of these projects channeled the two naval elites in different directions as they developed contrasting outlooks on their bids for world power and maritime force. Combining comparative history with transnational and global history, Militarism in a Global Age challenges traditional, exceptionalist assumptions about militarism and national identity in Germany and the United States in its exploration of empire and geopolitics, warfare and military-operational imaginations, state formation and national governance, and expertise and professionalism.
