Inefficient land use and a rapidly aging workforce have long been undermining the economic viability of the agricultural sector. Yet vested interests in the small-scale, part-time agricultural production structure have obstructed major reforms. Change has instead occurred in more subtle ways. Since the mid-1990s, a gradual reform process has dismantled some of the core pillars of the postwar agricultural support and protection regime. Harvesting State Support analyzes this process by shifting the analytical focus to the local level. Drawing on extensive qualitative field research, Hanno Jentzsch investigates how local actors, including farmers, local governments, and local agricultural cooperatives, have translated abstract policies into local practice. Showing how local variants are constructed through recombining national reforms with the local informal institutional environment, Harvesting State Support reveals new links between agricultural reform and other shifts in Japan’s political economy.

This group of scholars put their different specializations to use and adopted an on-site, viewpoint perspective of how the pandemic affected their lives and also the lives of the communities in their studies to contribute to this volume.The volume is interdisciplinary by nature and a product of exceptional contributions from a multidisciplinary panel of scholars, ranging from anthropologists, sociologists, historians to economists. The interdisciplinary approach employed here allows one to look at and understand subject matter critically — COVID-19 and its recovery — not just through diverse analytical frameworks but also through broader, historical variations as well as technologies studies. There is no existing literature equivalent to this subject matter given the ongoing pandemic as it unfolds simultaneously across regions and even continents while exerting differential impacts on various sectors such as agriculture, religion, technology, etc. With the advantage of its interdisciplinary approaches examined in differing geographical locations in Asia, the volume makes a scholarly contribution to analyzing the COVID-19 pandemic outbreak and the coping mechanisms adopted by humankind in various capacities to mitigate it.

This in-depth assessment of the legal compliance and economic evaluation issues raised by the WTO Agreement on Agriculture presents consistent support data and forward-looking projections for eight developed and developing countries (EU, US, Japan, Norway, Brazil, China, India, Philippines), using original estimates where official notifications are not available. Variations over time in notified support in some cases reflect real policy changes; others merely reflect shifts in how countries represent their measures. The stalled Doha negotiations presage significantly tighter constraints for developed countries that provide the highest support, but loopholes will persist. Developing countries face fewer constraints and their trade-distorting farm support can rise. Pressure points and key remaining issues if a Doha agreement is reached are evaluated. Vigilant monitoring for compliance of farm support with WTO commitments will be required to lessen its negative consequences whether or not the Doha Round is concluded.

Projects were proposed in "long-term food and consumption trends" and "a comparative analysis of farm structure in the United States and Japan" (letter from Farrell to Yoshioka, April 20, 1987). Proposals and counterproposals were sent back and forth but the project accelerated after Professor Wen Chern of The Ohio State University learned of the project from Professor Naraomi Imamura of the University of Tokyo on a visit to Tokyo in September 1989. Because of pressing administrative responsibilities precluding an active role in the project, Kenneth Farrell recommended to Professor Imamura that the project be carried out with Professor Chern and associates.
