Reelection rates are low/high in countries where clientelism and vote buying are high/low. Drawing on theory developed to study lobbying, the authors explain why politicians continue clientelist activities although they do not secure reelection. The Element also provides a thorough review of the last decade of literature on clientelism, which the authors define as discretionary resource distribution by political actors. The combination of novel empirical data and theoretically-grounded analysis provides a radically new perspective on clientelism. Finally, the Element suggests that clientelism evolves with economic development, assuming new forms in highly developed democracies but never entirely disappearing.

Why is vote buying and machine politics common in today's developing democracies but a thing of the past in most of today's advanced democracies? This book develops a theory of broker-mediated distribution to answer these questions, testing the theory with research from four developing democracies, and reviews a rich secondary literature on countries in all world regions. The authors deploy normative theory to evaluate whether clientelism, pork-barrel politics, and other non-programmatic distributive strategies can be justified on the grounds that they promote efficiency, redistribution, or voter participation.

The author probes into this question grounding her research in the context of Pakistan, an emerging democracy whose voters have actively been involved in defining its political history but about whom we know very little. They turn up in sizeable numbers to vote during elections, even under military rule, prompting all kinds of contradictory stereotypes about how Pakistani rural voters behave as electoral cannon fodder. But no one has looked very closely at why they vote as they do, or why they vote at all when their political agency is severely limited by high socio-economic inequality. By using original data collected across different villages and households in rural Pakistan, this book finds that electoral politics enables even the most marginalized voters to strategically further their interests vis-à-vis elite groups, but that persistent inequality limits their ability to organize or compete.

This puzzle has been famously studied within wealthy Western democracies, yet the fact that the poor voter paradox also routinely manifests within poor countries has remained unexplored. This book studies how this paradox emerged in India, the world's largest democracy. Tariq Thachil shows how arguments from studies of wealthy democracies (such as moral values voting) and the global south (such as patronage or ethnic appeals) cannot explain why poor voters in poor countries support parties that represent elite policy interests. He instead draws on extensive survey data and fieldwork to document a novel strategy through which elite parties can recruit the poor, while retaining the rich. He shows how these parties can win over disadvantaged voters by privately providing them with basic social services via grassroots affiliates. Such outsourcing permits the party itself to continue to represent the policy interests of their privileged base.

Drawing on extensive fieldwork, an original public opinion survey, and cross-municipal data in Argentina, this book illustrates how clientelism works and documents the electoral gains and costs of the practice. In doing so, it points to a possible subnational path towards greater accountability within democracy.
