Available in PDF, EPUB and Kindle. Book excerpt: This book will, for the first time, offer a comprehensive analysis of the legal duties which apply to the regulators of privatized industries, transport, civil aviation and independent television in the United Kingdom, with detailed accounts of how these duties have been put into practice bythe regulators. There is an assessment of the philosophy behind these principles, and an account of the principles which can be derived from the law of the European Union, which are relevant to regulators' work. Particular emphasis is placed on the interaction of the encouragement of competition, the encouragement of economic efficiency and the implementation of social goals such as the provision of universal public service, and the way in which these various principles interact.

Download or read book Strengthening local delivery written by Great Britain: Department for Transport and published by The Stationery Office. This book was released on 2007-05-22 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: This draft Local Transport Bill (which comes in 4 volumes: Vol. 1: A consultation; Vol. 2: The draft Bill; Vol. 3: Explantory notes; Vol. 4: Regulatory impact assessments), seeks consultation on a series of proposals to tackle congestion and improve public transport in England and Wales, with some smaller measures applying across Great Britain. It sets out an agenda to empower local authorities to develop local solutions to local transport challenges, for example improving the quality of local bus services, by building on the ideas outlined in the "Putting Passengers First" document. (Available as a pdf on the Department of Transport website, published December 2006, http://www.dft.gov.uk/pgr/regional/buses/secputtingpassengersfirst/pdfputtingpassfirst). There are proposals to reform the way local transport is managed in major urban areas, through review and proposed changes, if necessary, to existing transport governance. Further the Bill proposes that the existing powers and duties of the Passenger Transport Authorities (PTAs) should be updated outside London, to provide for a stronger process for planning transport. The Bill also provides support for the introduction of local road pricing, allowing local authorities to develop their own local road pricing schemes. This Draft Bill invites views from interested parties, the consultation closing on Friday 7 September 2007.

Download or read book Reforming the law of taxi and private hire services written by Great Britain: Law Commission and published by The Stationery Office. This book was released on 2012-05-10 with total page 258 pages. Available in PDF, EPUB and Kindle. Book excerpt: This consultation paper presents the Law Commission's provisional proposals for reform of the legal framework relating to taxis and private hire vehicles. Taxis and private hire vehicles (PHVs) are an important part of local transport. They operate in highly regulated markets where safety and quality control are paramount. Licensing covers key areas such as the quality of services, the fitness of drivers, fare regulation and restrictions on the number of licenses issued. The current law on taxis and PHVs has been criticised for being complex and outdated. These proposals retain the important distinction between taxis - which can "ply for hire" on the street or a cab rank - and private hire vehicles which can only be pre-booked. But all vehicles would be subject to national minimum safety standards and, for private hire vehicles, these would replace more than 340 sets of local regulations. This will reduce the burden on business because, once appropriately licensed, a private hire firm could work freely across the country, without geographical restrictions. This would contribute to widening consumer choice and to making services cheaper and more competitive. The Commission also makes suggestions covering a wide range of issues, including improving provision for persons with disabilities, quantity restrictions and enforcement. [Law Commission website]
