Book Public Service Delivery in India

Download or read book Public Service Delivery in India written by Vikram K. Chand and published by Oxford University Press, USA. This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This collection looks at processes of change and reform in public service delivery in a range of states and sectors, and over time spans. The first three essays examine reforms that have improved prospects for economic growth and poverty alleviation in Bihar; improved the functioning of public sector enterprises and the power sector, and initiated improvements in education in West Bengal; and the efficient delivery of economic services in Gujarat in order to pursue a high-growth agenda. The next two essays focus on regulation in infrastructure as well as the delivery of urban services. The question of balancing greater autonomy with accountability to improve public service delivery through the use of executive agencies is also analysed. The final essay discusses how India might absorb lessons for the effective implementation of the Right to Information Act (2005) from countries such as Mexico, South Africa, and Canada. The volume shows how reform is an ongoing process that depends critically on contextual factors. These include the history of reform ideas, the capacity of the state to execute reform, and the nature of the state itself and its relationships with key actors, such as the private sector and unions.

Book Public Institutions in India

Download or read book Public Institutions in India written by Devesh Kapur and published by Oxford University Press, USA. This book was released on 2007-08-09 with total page 508 pages. Available in PDF, EPUB and Kindle. Book excerpt: The essays in this volume present an analytical appraisal of public institutions in India. The purpose here is not just to give a history of these institutions but to ask what explains their performance and what might be learnt from their experience. It assesses the manner in which they assist, thwart, manipulate, and subvert each other. The aim is to provide a complex account of the modalities through which state power is exercised and policy enacted. This study contributes to debates on institutional change and reform that are currently underway in India by bringing more analytical rigour and enlarging the parameters of the debate. These debates are particularly important given that Indian economy and society have changed profoundly in the last decade and a half. Much of the discussion is on how state institutions like the civil service, the courts, the police, parliament, and regulatory institutions will need to be reconfigured to better adapt to changing circumstances.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyses the effectiveness of district administration from critical management perspective. Using classical organizational theory and leadership competency framework, the authors conducted a comparative study of two exemplary districts with distinctive traits in India ─ a rural district in the developed state of Maharashtra and an urban district from the underdeveloped state of Madhya Pradesh. The book delves into the dynamics of district administration by breaking down the processes further and mapping the role of the district magistrates on the UNDP competency framework. Given the changing scope and challenges of public service, this comparative analysis of the two districts would provide insights into district administration and would be of significant relevance to administrators and management professionals across the globe in assessing their effectiveness.
