Book The Public Sector s Role in the Promotion of Venture Capital Markets

Download or read book The Public Sector s Role in the Promotion of Venture Capital Markets written by Thomas Meyer and published by . This book was released on 2014 with total page 51 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the last decades, governments around the world have increasingly dedicated public financing to the promotion of self-sustainable venture capital markets. In most industrialised nations, the state plays some role in the development of the venture capital industry - particularly the high-tech, early stage sector - and tries stimulating, supporting and influencing this market either directly or indirectly, usually by providing a range of incentives. This paper gives an overview over the growing number of research publications on the public sector's role in the promotion of venture capital markets. Typically these analyses are country-specific and tend to fall short on principles. As policy makers have been using several alternative mechanisms within different and highly idiosyncratic national institutional environments, and the interventions took place at very specific time periods, this paper proposes a general framework for publicly supported venture capital programs. Depending on whether support is targeting developing or existing venture capital markets, a stage wise approach starting with the preparation of a private equity industry, moving on to creating and stabilizing venture capital markets and finally using these markets to achieve policy objectives is proposed. At an advanced stage of the venture capital market's development policy makers are faced with two fundamental issues: when operating under the same conditions as private sector investors the government can only pursue policy objectives as long as other limited partners accept them. A major component of the government's value added, particularly during market downturns, is the signalling and certification inherent in its commitment to a venture capital fund. For private sector limited partners, however, only the public investor's financial track record is of relevance, and to create this track record, the government's approach has to closely comply with the private sector modus operandi. Consequently, with increasing maturity and growing investment return potential of the venture capital market government budgets need to be complemented with and finally replaced by funding from private sector investors.

Book Investments and Innovation

Download or read book Investments and Innovation written by Ioannis Pierrakis and published by . This book was released on 2012 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This research adds to the growing literature from recent years on innovation finance, innovation systems, and regional economic and innovation policy. Although the role of business has been seen as critical within the regional innovation system, the role of business financing intermediaries has received considerably less attention despite its recognised role as a central actor of the system. This research focuses on an innovation player that seems to have been neglected by scholars to date, namely the venture capital industry. The research examines the role of different types of venture capital, public and private, in fostering innovation at the regional level. In examining this relationship, this thesis empirically analyses the characteristics of 4117 investments deals made to 2359 companies, the innovation outputs of these businesses and the responses to a survey of 50 venture capital professionals. The contribution of this thesis is threefold: First, this thesis investigates whether and how the supply of private sector venture capital and supportive public interventions has changed the availability of venture capital at the regional level. It examines the combination of venture capital in the UK regions by providing a detailed analysis of the extent of venture capital public dependency in each UK region. It also elaborates on the potential implications of the public sectors's domination in venture capital provision in several UK regions. The regional dimension of the analysis is of special interest as it is the first comprehensive analysis of the source of VC investments (public or private) for each UK region. From a regional perspective, the UK now appears to have two venture capital markets. In London, the South East and, to a lesser extent, the East of England, private sector investors dominate investment activity. This contrasts with the remainder of the UK where the venture capital market is underpinned by extensive public sector involvement. Second, this thesis also investigates the role of venture capital in innovation using patents as a proxy variable for business innovation. In this way, it contributes to the literature by analysing the relation between patenting practices of venture capital backed firms, paying particular attention to two aspects: first, the company's acquisition of venture finance and progress through the venture capital journey and second, the relationship between patent practices and source of venture capital finance (public or private) in UK regions. The analysis shows a clear relationship between venture capital and patents. Companies with patents are more likely to secure follow up venture capital finance compared with companies without patents. The econometric analysis results also suggest that UK companies with moderate public venture capital support are positively associated with patents while companies with extensive public venture capital support are negatively associated with patents, compared to companies with solely private venture capital support. The final part of the thesis investigates whether the environment in which funds operate may explain observed differences in the ability of these funds to invest in companies with the potential to innovate. It does this by examining the ecology of interaction between venture capital and regional innovation systems. This is the first detailed empirical investigation of the relationship between different types of venture capital (private or public) and other players of the innovation system such as universities incubators, research institutes, and regional authorities. Three important findings emerge from this analysis. First, venture capital public dependence is strongly and significantly associated with higher volumes of interactions with the outside world. The more publicly dependent a fund is, the more it interacts with other players of the innovation system. Second, the role of proximity is still important within the VC industry. Venture capitalists from both the private and the public sector, are more likely to interact with their counterparts from the same region. Third, there is evidence to suggest that operators of publicly backed funds are lacking close connections with their counterparts from the private sectors. This may have implications for their ability to approach and attract private heavy weighted venture capital funds and limited partners that can provide follow on investments or raise further funding for the fund. Although publicly backed venture capitalists interact to a greater extent than the private counterparts, they experience less success (measured as financial performance of the fund or performance of their portfolio companies). It is widely acknowledged that interactions between venture capitalists and other players promotes tacit knowledge, but the results of this thesis suggests that interaction on its own is not enough to provoke success. Overall, the findings of this research suggests that the distinction between the two venture capital markets in the UK, publicly or privately driven, is not limited to the volume or type of venture capital activity but also relates to the ecology of interactions between venture capitalists and other players of the regional innovation system. Since publicly backed funds do not promote innovation to the same extent that private funds do when they invest alone, UK regions that are heavily dependent on public investments may not be able to receive the benefits of a functional venture capital industry. However, regions in which public venture capital funds work closely with private funds, demonstrate a relatively higher volume of venture capital backed companies with the potential to innovate. From a policy perspective, this finding suggests that from an innovation point of view, free public standing investments should be minimised while co-investments between publicly backed and private venture capital funds should be further encouraged.

Sample Book Insights: #1 Many politicians around the world have studied the drivers of Silicon Valley’s success, and want to replicate it in their own cities. They look at the area’s venture capital industry, which epitomizes the neoliberal essence of Silicon Valley, and its role in fostering innovation and entrepreneurship. #2 Venture capital, which is largely funded by the public, is often presented as the solution to the lack of investment in innovation. #3 There are at least 45 countries that have created local Silicon Valley–like venture capital markets. The spread of VC policy transcends ideological lines, as neoliberal and socialist states, liberal market economies, and left- and right-wing governments alike pursue policy actions. #4 Despite widespread expectations of policy convergence, this study reveals that systematic diversity underpins the veneer of the convergent VC policy trend

Book The Venture Capital State

Download or read book The Venture Capital State written by Robyn Klingler-Vidra and published by Cornell University Press. This book was released on 2018-09-15 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: Silicon Valley has become shorthand for a globally acclaimed way to unleash the creative potential of venture capital, supporting innovation and creating jobs. In The Venture Capital State Robyn Klingler-Vidra traces how and why different states have adopted distinct versions of the Silicon Valley model. Venture capital seeks high rewards but is enveloped in high risk. The author’s deep investigations of venture capital policymaking in East Asian states (Hong Kong, Taiwan, Singapore) show that success does not reflect policymakers’ ability to replicate the Silicon Valley model. Instead, she argues, performance reflects their skill in adapting a highly lauded model to their local context. Policymakers are "contextually rational" in their learning; their context-rooted norms shape their preferences. The normative context for learning about policy—how elites see themselves and what they deem as locally appropriate—informs how they design their efforts. The Venture Capital State offers a novel conceptualization of rationality, bridging diametrically opposed versions of bounded and conventional rationality. This new understanding of rationality is simultaneously fully informed and context based, and it provides a framework by which analysts can bring domestic factors to the very heart of international diffusion of policy. Klingler-Vidra concludes that states have a visible hand in constituting even quintessentially neoliberal markets.

Book Informal Venture Capital

Download or read book Informal Venture Capital written by Annareetta Lumme and published by Springer Science & Business Media. This book was released on 2013-11-09 with total page 181 pages. Available in PDF, EPUB and Kindle. Book excerpt: Small businesses in virtually all industrialized countries find it increasingly difficult to obtain finance from institutional sources. Banks have become more risk-averse; venture capital funds, previously of only marginal significance, are now often concentrating their investments on established companies; and management buyouts and buyins and pressures to reduce government spending have resulted in a reduction in public policy initiatives. In this context there is a growing interest in the role of the informal venture capital market as an alternative source of risk finance for small business. Informal Venture Capital: Investors, Investments and Policy Issues in Finland investigates the phenomenon of `business angels' - wealthy private individuals who invest in small businesses - who are increasingly recognized throughout the developed world as representing the most important source of venture capital for entrepreneurial businesses in their start-up and early growth stages. This volume answers key questions about these investors, and contributes significant new evidence on aspects of the informal venture capital market which have not been examined in previous studies. It further provides an authoritative assessment of the effectiveness of policy initiatives to stimulate the supply of informal venture capital, based on the experiences in Finland.

Book The Public Venture Capital Challenge

Download or read book The Public Venture Capital Challenge written by Brian Watson and published by . This book was released on 2009 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: The appropriate role of the public sector in fomenting venture capital activity remains highly controversial. While dynamic new venture markets in such nations as Israel and India have been catalyzed by public interventions, there are also many examples world-wide of failed public sector efforts to promote venture capital activity. This paper describes one effort to avoid the pitfalls of the past, and design a thoughtful set of policies to encourage venture capital activity. In particular, this paper describes the experience of the Australian government between 2004 and 2006 in studying its venture capital market and how to promote it. After reviewing the more general case for a public role in promoting venture activity and the possible pitfalls that may result, we turn to understanding the market as it existed in Australia in 2004. We then outline the key policies that were discussed and adopted.

Book Venture Capital and High Tech Start Ups in the Italian and German ICT Sector

This book was released on 2011-07-07 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: Master's Thesis from the year 2010 in the subject Business economics - Company formation, Business Plans, grade: 1.0, Schmalkalden University of Applied Sciences, language: English, abstract: Now-a-days fundamental changes are taking place in the world as well as in the global economy, where events such as globalization, financial crises, wars, hurricanes and earthquakes – just to new a few of them – are shaping the daily life of million of people. However, to be aware of these events is not possible without another phenomenon that makes information about these extraordinary events available to each of us, i.e. innovation, since without it would not be possible to know about these events. However, one of the fields where innovation occurs really fast is the field of information and communication technologies (ICT). Indeed, incredible progress in the field of information and communication technologies (ICT) has made things possible today which would have been unthinkable some decades ago, and as ICT continued to spread into all sectors of social and economic life, it became a vital instrument for creating knowledge based society, building and sustaining human development, as well as transforming our world from the industrial society into an informational one. In this context, by the opening of borders to trade and foreign investment, globalization brings opportunities and pressures for domestic firms in global market economies to innovate and improve their competitive position, and thus contribute to foster the economic growth of a country. Aware of this, and even though the Lisbon Strategy, set out by the European Council in Lisbon in March 2000, with the aim to make the EU “the most competitive and dynamic knowledge-based economy in the world capable of sustainable economic growth with more and better jobs and greater social cohesion”, by 2010, did not fully accomplished most of its initial goals, many countries are now starting policies with the aim to develop their strategic innovative sectors in order to compete in the international markets. Among these countries we can find also Germany and Italy, which aware of their growth po- tentials in some high-tech sectors such as ICT, are seizing the moment by reconsidering new policy actions to cope with the international competitive pressures that the globalization as unleashed in the last few years. Bearing this in mind, aim of this work is to present the current trends, as well as growth potentials, in the German and Italian ICT sectors by focusing the attention on venture capital and high-tech start-ups.

Book Boulevard of Broken Dreams

Download or read book Boulevard of Broken Dreams written by Josh Lerner and published by Princeton University Press. This book was released on 2009-09-28 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: How governments can do a better job of supporting entrepreneurship and venture capital Silicon Valley, Singapore, Tel Aviv—the global hubs of entrepreneurial activity—all bear the marks of government investment. Yet, for every public intervention that spurs entrepreneurial activity, there are many failed efforts that waste untold billions in taxpayer dollars. When has governmental sponsorship succeeded in boosting growth, and when has it fallen terribly short? Should the government be involved in such undertakings at all? Boulevard of Broken Dreams is the first extensive look at the ways governments have supported entrepreneurs and venture capitalists across decades and continents. Josh Lerner, one of the foremost experts in the field, provides valuable insights into why some public initiatives work while others are hobbled by pitfalls, and he offers suggestions for how public ventures should be implemented in the future. Discussing the complex history of Silicon Valley and other pioneering centers of venture capital, Lerner uncovers the extent of government influence in prompting growth. He examines the public strategies used to advance new ventures, points to the challenges of these endeavors, and reveals the common flaws undermining far too many programs—poor design, a lack of understanding for the entrepreneurial process, and implementation problems. Lerner explains why governments cannot dictate how venture markets evolve, and why they must balance their positions as catalysts with an awareness of their limited ability to stimulate the entrepreneurial sector. As governments worldwide seek to spur economic growth in ever more aggressive ways, Boulevard of Broken Dreams offers an important caution. The book argues for a careful approach to government support of entrepreneurial activities, so that the mistakes of earlier efforts are not repeated.

Book Venture Capital in the Changing World of Entrepreneurship

Download or read book Venture Capital in the Changing World of Entrepreneurship written by John E. Butler and published by IAP. This book was released on 2006-03-01 with total page 275 pages. Available in PDF, EPUB and Kindle. Book excerpt: It was not that long ago that it might have been possible to cover the topic of venture capital in one paper. Now, it is not possible to provide comprehensive coverage in even one book. The industry has flourished, as variations of he initial venture capital funds have been developed and now operates in most developing and developed economies. This is clearly reflected in this volume, which has a strong focus on Europe and Asia. Each of the papers is a stand alone effort. However, a full reading of the volume provides a panoramic picture of the global extent of venture capital, some of its challenges, and the likely direction of future efforts. Venture capital and the venture capitalist have been shown to have a positive impact on performance in many cases. This is clearly the reason why some many emerging economies want to increase the level of venture capital investment in their country.

Book Comparative Advantages of Public Loan and Public Equity Schemes in Venture Capital Markets

Download or read book Comparative Advantages of Public Loan and Public Equity Schemes in Venture Capital Markets written by Andrea Schertler and published by . This book was released on 2002 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Using an agency framework, this paper examines advantages of offering venture capitalists a choice between public equity and loan schemes. Both schemes can be used to promote venture capital investments in hightechnology enterprises since they encourage inexperienced venture capitalists to accumulate experience. However, under both schemes, experienced venture capitalists save on management support. This paper shows that offering venture capitalists a choice between these two schemes can lead to a positive self-selection. Inexperienced venture capitalists choose public equity under which they have higher incentives to enter the market. Experienced venture capitalists choose public loans under which they have lower incentives to save on their management support.
