We must not, however, disdain them, for they constitute the motives of action of a destructive influence which is greatly to be feared, because very considerable. The power of creation waits upon time and place; it is beyond the immediate reach of our desires but the destructive faculty is always at hand. The destruction of a society may be very rapid, but its reconstruction is always very slow. Sometimes man requires centuries of effort to rebuild, painfully, that which he destroyed in a day. If we would comprehend the profound influence of modern Socialism we need only to examine its doctrines. When we come to investigate the causes of its success we find that this success is altogether alien to the theories proposed, and the negations imposed by these doctrines. Like religions (and Socialism is tending more and more to put on the guise of a religion) it propagates itself in any manner rather than by reason. F eeble in the extreme when it attempts to reason, and to support itself by economic arguments, it becomes on the contrary extremely powerful when it remains in the region of dreams, affirmations, and chimerical promises, and if it were never to issue thence it would become even more redoubtable. It may be treated either as a social movement that aims to build up a new civilization, or as a new civilization that is gradually being embodied in a social movement. In my "Socialism As It Is" I followed the first method and discussed the economic and political features of Socialism exclusively; in the present volume I shall proceed in the reverse direction and deal exclusively with its larger aspects, its intellectual and spiritual side. As the two books were conceived and written together, they are parts of a single whole; but they are built on entirely independent foundations. In dealing with the economic and political movement I followed the inductive method; taking the activities of the movement itself as my point of departure, I concluded with its generalizations. In discussing the cultural movement I have followed the deductive method. Taking as my point of departure the philosophy of modern science, which I show to be wholly Socialistic in its bearings, and wholly dependent upon Socialism for its practical applications, I have first shown what results are reached by approaching each of the subjects I have discussed from this new standpoint, and I have then pointed out how the Socialist movement is, as a matter of fact, moving along the same line. No study of Socialism can be satisfactory, no definition of it can be complete, which does not consider it as (1) a oriti cism of existing society; (2) a philosophy of social evolution; (3) a social forecast or ideal; (4) a movement for the attain ment of the ideal. As a provisional definition, then, we may accept the following: Socialism is a criticism of existing society which attributes most of the poverty, Vice, crime and other social evils of today to the fact that, through the private or class ownership of the social forces of production and exchange, the actual producers of wealth are exploited by a class of non-producers; a theory of social evolution according to Which the rate and direction of social evolution are mainly determined by the development of the economic factors of production, distribution and exchange; a social forecast that the next epoch in the evolution of society will be dis tinguished by the social ownership and control of the prin cipal agencies of production and exchange, and by an equalization of opportunity as a result of this socialization; a movement, primarily consisting of members of the wealth producing class, which seeks to control all the powers of the State and to bring about the collective ownership and con trol of the principal means of production and exchange, in order that poverty, class antagonisms, Vice and other ill results of the existing social system may be abolished, and that a new and better social system may be attained. I am simply maintaining that it behooves us to study very carefully a movement which has grown faster in the last generation than any other movement in the history of the world, with the exception of the Moham medan religion in the years immediately following the death of the prophet. The socialist vote increased in the United States from in the presidential election of 1900 to in that of 1904. In France it increased from in 1887 to in 1906; in Germany from in 1887 to (far the largest party vote in the Empire) in 1903; and in the countries of western E'urope and the United States from in 1870 to in 1905. As yet we do scarcely more than rub our eyes and stare at these figures. But they in vite us to read and ponder. In the brief hour at my disposal I have planned to deal with three aspects o-f socialism: the first historical, to give a summary View of the course of socialistic thought in the last half century; the second expository, to set forth some of the tenets agreed on by the socialists quite gen erally; and the third critical, to indicate what should be the attitude toward the socialist claims and principles of those who, like us, are pledged to the doctrine of the su preme value of the ethical life.
