Book excerpt: Throughout much of this century, cities around the world have sought to gain control over their urban destinies through concerted government action. Nowhere has this process of state intervention gone further than in the Soviet Union. This volume explores the ways in which local and regional political, economic, and cultural leaders in Leningrad determine the physical and socioeconomic contours of their city and region within such a centralized economic and political environment. The author examines four major policy initiatives that have emerged in Leningrad since the 1950s—physical planning innovations, integrated scientific-production associations, vocational education reform, and socioeconomic planning—and that have been anchored in attempts to plan and manage metropolitan Leningrad. Each initiative illuminates the bureaucratic and political strategies employed to obtain economic objectives, as well as the bureaucratic patterns which distinguish market and non-market experiences. The boundaries for autonomous action by local Soviet politicians, planners, and managers emerge through this inquiry. Book Community Planning

  • Pages : 423 pages

Download or read book Community Planning written by Eric Damian Kelly and published by Island Press. This book was released on 2012-09-26 with total page 423 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book introduces community planning as practiced in the United States, focusing on the comprehensive plan. Sometimes known by other names—especially master plan or general plan—the type of plan described here is the predominant form of general governmental planning in the U.S. Although many government agencies make plans for their own programs or facilities, the comprehensive plan is the only planning document that considers multiple programs and that accounts for activities on all land located within the planning area, including both public and private property. Written by a former president of the American Planning Association, Community Planning is thorough, specific, and timely. It addresses such important contemporary issues as sustainability, walkable communities, the role of urban design in public safety, changes in housing needs for a changing population, and multi-modal transportation planning. Unlike competing books, it addresses all of these topics in the context of the local comprehensive plan. There is a broad audience for this book: planning students, practicing planners, and individual citizens who want to better understand local planning and land use controls. Boxes at the end of each chapter explain how professional planners and individual citizens, respectively, typically engage the issues addressed in the chapter. For all readers, Community Planning provides a pragmatic view of the comprehensive plan, clearly explained by a respected authority.

Book excerpt: In the past two decades, the New York-New Jersey-Connecticut region has prospered into one of the world's leading economies. But the benefits of this economic resurgence have been uneven, leaving many behind and resulting in problems that could curtail the region's future prosperity. The Regional Plan Association's Fourth Regional Plan is an ambitious assessment that reviews the most persistent problems and provides a guide to correcting them. Topics discussed include a crisis of housing affordability, overburdened and deteriorating infrastructure, vulnerability to climate change, and a pervasive distrust in government. The plan offers solutions including how to bring nearly two million jobs to the region by 2040, while promoting shared prosperity, well-being and sustainability across the region. The Fourth Regional Plan continues the Regional Plan Association's tradition of providing concrete ideas for improving the tri-state region. Highlights include radically restructuring the MTA and Port Authority to support creation of a modernized and expanded subway and regional rail network; significantly increasing the availability of housing; and expanding the Regional Greenhouse Gas Initiative to fund climate change initiatives. This highly visual, comprehensive plan will help elected officials, policymakers, and advocates guide any region to a more equitable, sustainable, healthy, and prosperous future.
