Book excerpt: The use of evidence and economic analysis in policymaking is on the rise, and accounting standard setting and financial regulation are no exception. This article discusses the promise of evidence-based policymaking in accounting and financial markets as well as the challenges and opportunities for research supporting this endeavor. In principle, using sound theory and robust empirical evidence should lead to better policies and regulations. But despite its obvious appeal and substantial promise, evidence-based policymaking is easier demanded than done. It faces many challenges related to the difficulty of providing relevant causal evidence, lack of data, the reliability of published research, and the transmission of research findings. Overcoming these challenges requires substantial infrastructure investments for generating and disseminating relevant research. To illustrate this point, I draw parallels to the rise of evidence-based medicine. The article provides several concrete suggestions for the research process and the aggregation of research findings that could be considered if scientific evidence is to inform policymaking. I discuss how policymakers can foster and support policy-relevant research, chiefly by providing and generating data. The article also points to potential pitfalls when research becomes increasingly policy-oriented.

Few major public initiatives are mounted these days in the absence of a sustained attempt to evaluate them. Programmes are tried, tried and tried again and researched, researched and researched again. And yet it is often difficult to know which interventions, and which inquiries, will withstand the test of time. The evident solution, going by the name of evidence-based policy, is to take the longer view. Rather than relying on one-off studies, it is wiser to look to the ′weight of evidence′. Accordingly, it is now widely agreed the most useful data to support policy decisions will be culled from systematic reviews of all the existing research in particular policy domains. This is the consensual starting point for Ray Pawson′s latest foray into the world of evaluative research. But this is social science after all and harmony prevails only in the first chapter. Thereafter, Pawson presents a devastating critique of the dominant approach to systematic review - namely the ′meta-analytic′ approach as sponsored by the Cochrane and Campbell collaborations. In its place is commended an approach that he terms ′realist synthesis′. On this vision, the real purpose of systematic review is better to understand programme theory, so that policies can be properly targeted and developed to counter an ever-changing landscape of social problems. The book will be essential reading for all those who loved (or loathed) the arguments developed in Realistic Evaluation (Sage, 1997). It offers a complete blueprint for research synthesis, supported by detailed illustrations and worked examples from across the policy waterfront. Policymakers cannot consider all evidence relevant to policy problems. They use two shortcuts: ‘rational’ ways to gather enough evidence, and ‘irrational’ decision-making, drawing on emotions, beliefs, and habits. Most scientific studies focus on the former. They identify uncertainty when policymakers have incomplete evidence, and try to solve it by improving the supply of information. They do not respond to ambiguity, or the potential for policymakers to understand problems in very different ways. A good strategy requires advocates to be persuasive: forming coalitions with like-minded actors, and accompanying evidence with simple stories to exploit the emotional or ideological biases of policymakers.

But they play a much more significant role, via non-refereed working papers, in predicting the possible behavioral and distributional consequences of currently proposed policies being considered by the Executive and Legislative branches of government. Historically, however, Policy Research Institutes, both inside- and outside-the-beltway, have also played a less well-understood role. It is the nurturing of those, mostly academic-based economists who, as Members of the Council of Economic Advisers, eventually end up advising Presidents of the United States and their staff on the state of economic knowledge on the economic problems that these policy makers are called to solve via evidence-based policymaking.
