It is in this light that this paper interrogates the escalation and dynamics of proliferation of arms that have fueled deadly insurgency in Nigeria. It examines the interplay of factors that underpins this security challenge. The paper relies mostly on news report and scholarly publications. It recommends among others the establishment of a National Commission on small arms to serve as a legal framework for combating arms proliferation in order to enhance human security in Nigeria. Nigeria has been besieged by the outbreak of violence conflicts which has over the years claimed thousands of lives and property. This is owing to the activities of kidnappers, armed robbers, sea pirates, political thugs, arms traffickers and most importantly, the extremist group: Boko Haram. BH has in the last nine years killed over 20,000 people in the North East Nigeria. The group has sustained its attacks on the state, brutally killing thousands of people including soldiers, women and children. All these armed activities continue unabated, partly because of unchecked arms proliferation in the country. These groups use both locally manufactured and imported devices to inflict havoc on the society. Their growing expertise in the use of explosives and other devises contributes to increased violent acts against the citizens and the state. Increasingly, these armed groups have acquired high level of sophistication in the production and use of these weapons in their operations.

There are several impediments to this noble concept in Nigeria, hence many political analysts are of the view that some countries in Africa are practicing civilian rule which is far away from democracy. Poverty is one of them. A hungry person can mortgage his or her future for a token commonly referred to as stomach infrastructure to do what is inimical to democracy. Some staff of the electoral umpire can declare a loser of an election as a winner after receiving gratification. Security agencies who are supposed to maintain law and order during elections are now ominously partisan. The jumbo pay for the executive and the legislature in Nigeria has dwarfed the benefits of democracy. Poor justice delivery due to compromise on the part of judges leads to the rule of men rather than the rule of law. There can never be democracy without the rule of law. While DDR enables a state to recover the monopoly (or at least the preponderance) of force, SSR provides the opportunity for the state to establish the legitimacy of that monopoly.The essays in this book reflect the diversity of experience in DDR and SSR in various contexts. Despite the considerable experience acquired by the international community, the critical interrelationship between DDR and SSR and the ability to use these mechanisms with consistent success remain less than optimally developed. DDR and SSR are essential tools of modern statecraft, but their successful use is contingent upon our understanding of both the affinities and the tensions between them. These essays aim to excite further thought on how these two processes-DDR and SSR-can be implemented effectively and complimentarily to better accomplish the shared goals of viable states and enduring peace.

Book excerpt: The Five Dimensions of Homeland and International Security project set out to understand better the intersections between homeland and international security and the implications of these connections for preparedness. For decades strategists endeavored to develop theories that helped policy makers safeguard vital national interest during Cold War. The post 9/11 world raises the specter of violent non-state actors able to inflict mass casualties even on the most powerful country in the world. Hurricane Katrina reminded us of the violence of nature that can also have a devastating impact on the nation. This project considered whether some national security concepts can help orient homeland security thinking to promote preparedness. The objective is to enhance the security of our society by being prepared to address a range of challenges. The project explored the applicability of "5Ds": deterrence, denial, dissuasion, defense and diplomacy. The goal was not to slavishly apply traditional concepts, but to seek a nugget of insight from each to help forge new, effective ways to support preparedness. In the immediate aftermath of 9/11 policymakers' attention focused on securing the homeland; however, we suggest that shaping the international environment can enhance or detract from homeland security. International security concepts may provide ways to influence the international environment that makes preparedness more effective at home.
