In this subject it seems necessary for the delimitation of the different phases that these changes of aspect be abrupt and at right angles. While it is possible to develop either of these subjects without regard to either of the others, the ideal of an agri cultural Or scientific education which has regard for a child as a future citizen rather than as a poet, money-maker or scientist must consider the necessity of all three factors. And the educator who is presenting any phase of the subject cannot deal justly with his pupils if he have not an instinctive regard for the previous aspects of his pupils toward the materials with which he is working. Graphic representation of three dimensions - When a product is made from three factors it may be graphically represented by a rectangular solid, the three dimensions of the solid standing for the three factors. In the nature group the common mass of subject matter may be represented by the solid, its three dimensions being the cultural, the economic and the scientific factors. This figure implies the essential relationship of the three subjects, nature study, agriculture and science, namely, that they are aspects at right angles to each other of a common mass of materials, that taking them in a fixed sequence does not relieve the student or teacher from the necessity of carrying all three factors in mind, or such of them as have been previous Objects of study (an Obligation that the teacher especially should regard), and that proficiency in one does not imply any degree of proficiency in the others. The first report 1 was devoted to recommendations regarding agricultural nomenclature and a review Of agricultural education in European countries; the second report to suggestions regarding the subjects to be included in a four-year course in agriculture; the third, fourth, and fifth reports included outlines for courses in agronomy, zootechny, agrotechny, rural engineering, and rural economics; the Sixth report described methods and facilities for teaching agronomy in the agricultural colleges; the seventh2 showed how secondary courses in agriculture may be incorporated into existing high - school courses; the eighth discussed the relation Of the natural sciences to agriculture in a four-year college course; the ninth3 was devoted to the teaching Of agriculture in the rural common schools; the tenth and eleventh dealt with a secondary course in agrenomy; the twelfth was a preliminary report on a college course in rural engineering; and the thirteenth5 was a secondary course in animal husbandry and dairy ing. These reports have been of great value to the colleges in develop ing their courses in agriculture and reducing them to pedagogic form, and, though it has not been found feasible in any Single institution to adopt all of the recommendations Of the committee, yet many of its suggestions have been acted upon with benefit to the courses of study in agriculture, so that now these courses are coming to be. In 1898 Nebraska Opened a similar school at the College of Agriculture with an initial enrollment of three students. The number during 1909-10 was 350. Colorado is the winning state in the way of popular response to the announcement that a school of agriculture would be opened at the College. Such news was spread in August, 1909, and more than 100 appeared upon registration-day, early in October. Before the holidays the enrollment had increased to 200. The University of California Opened her school at Davis in January, 1909, with twenty students, and the present term has an enrollment of seventy-seven. Data are not at hand, nor does space permit, to record the growth of county and district agricultural schools in other states. Suffice it to say that as evidenced by attendance, all such schools have uniformly had reason to believe that the instruction given was meeting a distinct need in the community. Agriculture in the established high schools is of more recent development than in those just described. The growth, however, in the number of schools attempting to teach the subject indicates a belief that the people desire such instruction. In some states the introduction of agri culture has been made possible by legislative aid; in others, by local and voluntary effort. I am glad to say that in no case, so far as I know, has this state aid been accompanied by a mandatory act compelling the teaching of agriculture. In 1908 the New York legislature passed a law for the encouragement of industrial education by providing that any public school above the elementary grades that estab lishes such work shall receive from the state $500 for one teacher so employed and $200 for each additional teacher. Last year fourteen New York high schools were reported as teaching agriculture, and at least fifty more would be teaching the subject if qualified teachers could have been secured.
