Book excerpt: Excerpt from The Procurement and Training of Ground Combat Troops The armed forces of the United States at their peak strength during World War II numbered approximately The Army's share of this total was roughly of which about were enlisted men. Another volume of this series has described the problems attending the allocation to ground combat units of an adequate proportion of the mobilized manpower.1 Of equal concern to the Army Ground Forces was the quality of these men with respect to their basic aptitudes for service in the ground arms. Even if these basic aptitudes had been firmly established by the system of classifying the Army's quota of the national manpower, not all of those found to possess them could have been assigned to the Army Ground Forces. The com peting demands of the Air Forces for men with combat aptitudes and of both the Air and Service Forces for men with technical qualifications had to be met also. The supply necessary to meet all demands having quickly been found inadequate, priorities were established. In 1942 it was deemed necessary to give the Army Air Forces first call on the Army's quota of men in the highest brackets of general military aptitude. By the end of 1943 the operation of this priority and of other factors had reduced to a dangerously low level the number of men allotted to the Ground Forces who seemed likely to perform effectively in combat. In 1944 priority as between Air and Ground Forces was reversed, and the system of classification was revised to select more effectively for ground combat service the types of men who had an aptitude for such service. This volume centers on training, the principal mission of the Army Ground Forces. Since the obtaining of qualified personnel proved to be basic to the fulfillment of this mission, the first three studies deal with the procurement of enlisted men and officers possessed of the qualities and aptitudes desired for service in ground combat. The three studies which follow discuss the policies and problems involved in the training of individuals, enlisted and commissioned, for their special functions in ground combat-a responsibility which the Commanding General of the Army Ground Forces received in March 1942 as successor to the chiefs of the statutory arms. The last four studies in the volume deal with the training of units, which the Army Ground Forces regarded as its principal and most urgent task.

Book excerpt: The initial combat experience of the 90th Infantry Division in World War II demonstrates the leadership and training problems faced by many new divisions throughout the war. Like all newly activated World War II Divisions, the 90th had a turbulent two-year training period fraught with problems of resources and personnel. During the interwar years, the Army’s readiness was allowed to stagnate below such an acceptable level that when crisis called there was little to build upon. Consequently, the larger priority of rapidly fielding 90 divisions outweighed considerations for how well those divisions were trained. Thus, the 90th Division was forced into combat by the exigencies of war with many factors working against it: untested officers, unfamiliar doctrine, limited training on advanced combat skills, and the detrimental effects of constant personnel turnover, including commanders. As the 90th went ashore on Normandy, a period of ineffectiveness ensued as soldiers were forced to learn the lessons of training under fire and unsuccessful leaders were replaced. Furthermore, the 90th Division’s period of ineffectiveness seemed extraordinary because it occurred under the spotlight of the Normandy invasion where insufficient planning for the difficulties of hedgerow combat severely slowed the expected pace of advance. Undoubtedly, the performance of the 90th Division’s senior leadership was abysmal, but its uncoordinated attacks were the product of training deficiencies experienced by all new divisions. Additionally, critical evaluation reveals the 90th’s early contribution much higher than historically credited and far from the total failure some have labeled it.

Book excerpt: Recognizing that the story of Negro participation in military service during World War II was of national interest as well as of great value for future military planning, the Assistant Secretary of War in February 1944 recommended preparation of a book on this subject. The opportunity to undertake it came two years later with the assignment to the Army's Historical Division of the author, then a captain and a man highly qualified by training and experience to write such a work. After careful examination of the sources and reflection Captain Lee concluded that it would be impracticable to write a comprehensive and balanced history about Negro soldiers in a single volume. His plan, formally approved in August 1946, was to focus his own work on the development of Army policies in the use of Negroes in military service and on the problems associated with the execution of these policies at home and abroad, leaving to the authors of other volumes in the Army's World War II series, then taking shape, the responsibility for covering activities of Negroes in particular topical areas. This definition of the author's objective is needed in order to understand why he has described his work "in no sense a history of Negro troops in World War II." Writing some years ago, he explained: "The purpose of the present volume is to bring together the significant experience of the Army in dealing with an important national question: the full use of the human resources represented by that 10 percent of national population that is Negro. It does not attempt to follow, in narrative form, the participation of Negro troops in the many branches, commands, and units of the Army. . . . A fully descriptive title for the present volume, in the nineteenth century manner, would read: 'The U.S. Army and Its Use of Negro Troops in World War II: Problems in the Development and Application of Policy with Some Attention to the Results, Public and Military.'" Thus, in accordance with his objective, the author gives considerably more attention to the employment of Negroes as combat soldiers than to their use as service troops overseas. Even though a large majority of the Negroes sent overseas saw duty in service rather than in combat units, their employment in service forces did not present the same number or degree of problems.
