His analysis shows that the shifts in Australia's ASEAN policy have not only closely reflected changes in Australia's overall foreign economic policy orientation, but that Australia's ASEAN policy strongly drove the change at key junctures. His work also offers important insights into the prospect of an "inclusive" economic integration process in East Asia. Although Australia's foreign economic policy has been an important element in regional economic cooperation, its inclusion in the East Asian integration process still remains ambiguous.

Why Australia Prospered is a fascinating historical examination of how Australia cultivated and sustained economic growth and success. Beginning with the Aboriginal economy at the end of the eighteenth century, Ian McLean argues that Australia's remarkable prosperity across nearly two centuries was reached and maintained by several shifting factors. These included imperial policies, favorable demographic characteristics, natural resource abundance, institutional adaptability and innovation, and growth-enhancing policy responses to major economic shocks, such as war, depression, and resource discoveries. Natural resource abundance in Australia played a prominent role in some periods and faded during others, but overall, and contrary to the conventional view of economists, it was a blessing rather than a curse. McLean shows that Australia's location was not a hindrance when the international economy was centered in the North Atlantic, and became a positive influence following Asia's modernization. Participation in the world trading system, when it flourished, brought significant benefits, and during the interwar period when it did not, Australia's protection of domestic manufacturing did not significantly stall growth. McLean also considers how the country's notorious origins as a convict settlement positively influenced early productivity levels, and how British imperial policies enhanced prosperity during the colonial period. He looks at Australia's recent resource-based prosperity in historical perspective, and reveals striking elements of continuity that have underpinned the evolution of the country's economy since the nineteenth century.

To address this gap, the book outlines and deploys the concept of ‘post-conflict economy formation’. This is a multifaceted phenomenon, including both formal and informal processes that occur in the post-conflict period and contribute to the introduction, adjustment, or abolition of economic practices, institutions, and rules that inform the transformation of the socio-economic fabric of the society. The contributions engage with existing statebuilding and peacebuilding debates, while bringing in critical political economy perspectives. Specifically, they analyse processes of post-conflict economy formation and the navigation between livelihood needs; local translations of the liberal hegemonic order; and different, sparse manifestations of welfare states. The book concludes that a sustainable peace requires the formation of peace economies: economies that work towards reducing structural inequalities and grievances of the (pre-)conflict period, as well as addressing the livelihood concerns of citizens. The reality is more complex and challenging. Many hands are involved in policy-making, not all of them official, they are not all addressing the same problem, they have different ideas about what would be a good answer, and the process is rarely brought to a neat close by a clear decision. The development of policy can resemble firefighting, with players rushing to react to demands for action in areas that are already in crisis, or it can be a less frenetic process of weaving, as they search for an outcome which reflects the concerns of all the stakeholders. Effective participation in the policy process calls for a clear understanding of this complexity and ambiguity. Beyond the Policy Cycle sets policy in this wider context.
