Can it cope with environmental, social-economical rapid changes in these vulnerable regions? Moreover, as the Arctic ice melts, non-bordering states underline their interest and concerns for this region, rising interrogation on the role of emerging actors who have or are perceived to have an interest in the polar regions. Beyond the icecap, non-bordering states are developing strategies to support their interests for this region. Although general attention has focused on China and its Arctic agenda, Japan, with its long tradition of polar research, is developing its strategy based on international cooperation to support its interests in and beyond the Arctic. In its Arctic policy, the Japanese government wishes to legitimize its ambition to contribute to the present and future governance debates while always ensuring its support to the Arctic States' sovereignty and to the international legal framework. Japan's arctic strategy builds on its research and innovation expertise to strengthen economic and diplomatic cooperation with the Arctic states and especially with Russia. This allows it to strengthen its diplomatic and commercial relations and thus advance specific sensitive issues such as the dispute over the Northern Territories with Russia. Japan's Arctic policy aligns with the National Ocean Policy and the Free and Open Indo-Pacific strategy. It is based on the promotion and support of the international legal framework, freedom of navigation, and the peaceful resolution of conflicts that ensure political and economic prosperity. Based on Geopolitics and International Relations' constructivist theoretical assumptions, this thesis aims to highlight that once again, as the saying goes, what happens in the Arctic does not stay in the arctic. Japan's arctic policy makes no exception and responds to broader goals than just the arctic. This dissertation questions the foundations and interests of the actors involved in developing and promoting Japan's Arctic policy. By highlighting the Arctic elements of this policy, this thesis highlights Japan's different strategies to support these interests inside and outside the Arctic.

Pervasive Arctic sea ice and harsh climatological conditions meant that the region was deemed incapable of supporting industrial activity or a Western lifestyle. In the last decade, however, that longstanding reality has been dramatically and permanently altered. Receding sea ice, coupled with growing geopolitical disputes over Arctic resources, territory, and transportation channels, has stimulated efforts to exploit newly-open waterways, to identify and extract desirable resources, and to leverage industrial, commercial, and transportation opportunities emerging throughout the region. This book presents papers from the NATO Advanced Research Workshop (ARW) Governance for Cyber Security and Resilience in the Arctic. Held in Rovaniemi, Finland, from 27-30 January 2019, the workshop brought together top scholars in cybersecurity risk assessment, governance, and resilience to discuss potential analytical and governing strategies and offer perspectives on how to improve critical Arctic infrastructure against various human and natural threats. The book is organized in three sections according to topical group and plenary discussions at the meeting on: cybersecurity infrastructure and threats, analytical strategies for infrastructure threat absorption and resilience, and legal frameworks and governance options to promote cyber resilience. Summaries and detailed analysis are included within each section as summary chapters in the book. The book provides a background on analytical tools relevant to risk and resilience analytics, including risk assessment, decision analysis, supply chain management and resilience analytics. It will allow government, native and civil society groups, military stakeholders, and civilian practitioners to understand better on how to enhance the Arctic’s resilience against various natural and anthropogenic challenges.

The contemporary discourse also suggests that the Arctic region presents challenges and offers opportunities for the international community. These issues have given rise to new geopolitical, geoeconomic, and geostrategic dynamics amongst the Arctic littorals, and led to the growing interest of non-Arctic states in the affairs of the Arctic. It is evident that the Asian countries have a variety of interests in the Arctic, and the grant of Permanent Observer status to these countries is an acknowledgement of their capabilities. These countries are keen to explore opportunities in the Arctic, and have begun to formulate appropriate long-term national strategies. The preliminary approach of the Asian Observer countries has rightly been to graduate from ‘involvement’ to ‘engagement’ in the Arctic, which seems to have generated significant interest amongst analysts. This book helps to understand the approaches of various Arctic and non-Arctic stakeholders, in light of the evolving dynamics in the region.
