Sections 1-6 introduce the project, acknowledge those responsible for its development, define and describe the project, demonstrate how to get started, who should be responsible and how it should be funded. Sections 8-14 cover participation, training, workshops, implementation, monitoring, lateral spread, and public information. Section 15-17 discuss evaluation, or include references and an index.
