Book excerpt: Both families and teachers play an important role in preschool children’s learning and development and research has shown that both high quality preschool and family engagement in children’s learning at home improve children’s social and academic outcomes. However, it is not clear that teachers are adequately prepared or supported to communicate with families about children’s learning and development. This survey research involving 143 preschool teachers working in state or federally funded preschool programs examined the relationship between teacher preparation specific to family engagement, structural supports that provide teachers with opportunities to communicate with families, teacher’s feelings of self-efficacy related to communicating with families, and the frequency of communication. Surveyed teachers reported communicating more frequently about program events than about learning and development and engaged in in-person communication more frequently than remote methods of communication. Teacher preparation related to family engagement was correlated with higher ratings of self-confidence and self-competence, as well as higher frequencies of communication about learning and development. The number of structural supports was also correlated to self-confidence and self-competence and frequency of communication about learning and development; however, these correlations were weaker than those associated with teacher preparation. Further research into the role of different methods of communication, increasing understanding regarding the varieties of types of communication about learning and development, and examining these variables with a larger sample size will further the understanding of the complex relationship between these factors. Greater understanding of how to best support teachers to engage families in meaningful discussions about children’s learning and development should result in increased communication with families and ultimately improve children’s social and academic outcomes.

The first essay, "Teacher Preparation," focuses on the impact of several social, global, and technological trends on American schools and teacher education. In light of these trends, it is concluded that teachers must understand the ways in which America is changing and be prepared to help the growing numbers of disadvantaged children. They must also have a global perspective and see that the world is a global village that is politically transformed, economically connected, and ecologically imperiled. Teachers must help students cooperate rather than compete and find ways to use technology to help the learning process. Finally, in light of the stressful home lives of many children, they must understand how deeply these children are in need, and be caring as well as competent. The second essay, "Early Childhood Education," proposes six national objectives for early education: (1) good nutrition for every child; (2) universal preschool education for every disadvantaged child; (3) the establishment of nongraded Basic Schools that combine grades K-4; (4) classes of no more than 15 students; (5) evaluation to ensure that students have basic language and computation skills before leaving 4th grade; and (6) intergenerational connections. The final essay, "A National Education Index," recommends the creation of a set of nationwide standards that would serve as a framework for state accountability. The proposed index would include standards for student achievement, the conditions of teaching, school climate, school finance, accountability and intervention, and school partnerships with parents and the business community. Book excerpt: The current study examined preschool teachers' perceptions of implementation and competence of DEC's child-focused recommended practices (DECRP) in their classrooms. The information was gathered through surveys of 147 teachers from pre-kindergarten programs in Illinois. In addition, teachers' reflections on their teacher preparation programs were documented through responses to three open-ended questions. Overall, most respondents felt competent implementing the child-focused practices and they believed that they frequently implemented the DECRP child-focused practices in their classrooms. A discussion of the limitations of the present study and directions for future research are suggested. Implications for practice in terms of DEC, teacher preparation programs, and practitioners also are discussed.

Through the use of qualitative methods of classroom observations, interviews, and document review this multiple-case study explored the mathematics practice and preparation of four Connecticut preschool teachers. In addition, this study reviewed Connecticut College and University syllabi for three programs of required coursework in mathematics instruction for preservice preschool teachers. This study demonstrated the preschool teachers had limited preservice and in-service training in preschool mathematics instruction. Preschool teachers in this study focused mathematics instruction primarily on counting. The Connecticut College and University syllabi reviewed in this study demonstrated a wide variation in preservice training in preschool mathematics instruction.

Thus far, the discussion is moving toward raising the bar higher than California's current Title 5 standards, 1 possibly as high as a bachelor's degree with a credential for lead teachers, and an AA and Child Development Permit for assistant teachers. At least 20 states and the District of Columbia now require bachelor's degrees for teachers in state-financed prekindergarten programs.
