Documenting and delving deep into the reign and rule of General Mohamed Siad Barre regime in Somalia from 1969 up to 1991, the book puts emphasis on African agencies—ostensibly shaped by external beneficiaries and patrons—over what went wrong with Africa after the much-awaited post-colonial period. It does so by critically engaging with the wider theoretical and conceptual frameworks in African Studies which more often than not tend to attribute the post-colonial African State raptures to colonialism. The main thesis of the book is that colonialism left Africa on its own space wherein African leaders could have made a difference. By putting discrete perspectives into historical context, the book circumnavigates through comparative and comprehensive holistic approach to the Siad Barre regime to reveal how colonialism did not produce less than what criminalisation of the State resulted in Somalia. This empirical analysis is crucial to understanding the contemporary conundrum facing the Somali world today. The argument is that the contemporary conflicts are not only attributable to—but also because of—the past plunders of the post-colonial leaders trained by the departed colonial authorities. Employing nuanced analytic concepts and categories, the aim of the book is to refine the past to recapture the present and envision the future. Framing new ways of analyzing military regimes in Africa begins with (re)assessment of how the Siad Barre regime was previously approached. Marshalling extensive and extraordinary amount of sources, the book unveils the intricacies and contradictions of the dictatorship and its impact on the Somali psyche. The book locates the evolution of the regime within the wider context of the Cold War political contestation between the East and the West. The historicity of exploring Somali State trajectory entails employing a Braudelian longue durée approach. The term surfaces when there are problems with state legitimacy—when it is lacking or absent. This present volume attempts to think through the relevance of the concept of legitimacy for other political actors than the state. Rebel groups, in the shape of insurgents, terrorists, warlords and guerrillas, are all engaged in a process of claim making as legitimate actors representing certain political agendas and constituencies. We are interested in dissecting the processes of the emergence of legitimacy in contexts of disorder and conflict. Legitimacy is not only a belief or belief system that informs social action, but it is also a practice with a repertoire of legitimacy claiming, reinforcing, copying and emulating elements. Governance provision is an important legitimacy generating activity, just as it has been in the formation of states. The volume, however, points out that there are many more aspects to legitimacy that deserve attention. The contributors draw on a wide variety of cases and in-depth investigation to bring forward individual and micro-level dynamics related to legitimacy claims, as well as bringing forward the often-times problematic role of external actors when it comes to legitimacy and illegitimacy dynamics. The chapters in this book were originally published in a special issue of Small Wars & Insurgencies.

In 1992-93, Somalia was the testing ground, and the UN found itself with a policy dilemma that has become known as "the Mogadishu line." This account of the period is told from an "on the ground" perspective by a political analyst with five decades of African and Asian affairs experience and who is a veteran of Somali politics. Beginning in November 1991, there was heavy fighting in the Somali capital of Mogadishu between soldiers in alliance with General Mohamed Farah Aidid and those in alliance with Ali Mohamed Mahdi, the appointed interim president, as well as other, smaller factions. In addition to Mogadishu, there was also conflict in Kismayo. In the northwest, local leaders were pushing to create an independent "Somaliland." The country as a whole was without any form of central government. The fighting took place at a time of serious drought and that combination proved disastrous for the population at large. By 1992 almost 4.5 million people were threatened with starvation, severe malnutrition and related diseases. Overall, an estimated 300,000 people died. Some 2 million people, violently displaced from their home areas, fled to either neighboring countries or elsewhere within Somalia. All of the central government and at least 60 percent of the country's basic infrastructure were lost. The United Nations Operation in Somalia was set up to provide humanitarian aid to people trapped by civil war and famine. The mission developed into a broad attempt to help stop the conflict and reestablish the basic framework of aviable government. In an important new preface to this edition, "Mogadishu, the Fatal Attraction, " those extraordinary times are revisited, and the author takes a fresh look at significant turning points in the terrible saga and, continuing the analysis through to the year 2001, re-examines why pious hopes remain unfulfilled. The author's exclusive reporting of events during the momentous period covered, is based on conversations with protagonists, reports from oral sources, and knowledge from his own unique vantage point as political adviser to the UN Secretary General's Special Representative to Somalia.
