The book tackles two gaps in the empirical literature: first, the neglect of international hydro-politics as one specific and increasingly important issue area of China’s foreign policy behavior, especially its neighborhood diplomacy; and second, the disregard of China’s role in Mekong River politics. In particular, this book scrutinizes the ‘spring 2010 Mekong crisis’ and the events surrounding it which led to a series of complex multi-level, security-related interactions among various state and non-state actors in the region, with China at the center. Analyzing this crisis, the book not only employs securitization theory as its theoretical framework and adds a couple of innovations to this theory, but also gives a detailed account of China’s hydro-political behavior in one specific and particularly revealing case study. Moreover, the book embeds China’s Mekong hydro-politics in the bigger picture of its (sub-)regional international affairs, as the former does not take place in a vacuum, but rather is a part of China’s overall foreign relations with its neighbors. Book excerpt: When China’s economic reforms were beginning, there was an expectation in the west that China’s financial markets would be opened to western banks and that China’s banks would be reformed along western lines. Joint ventures between Chinese banks and western banks, minority shareholding by western banks and the involvement of western banking personnel in assisting Chinese banks with their reforms were all seen as moves towards reform along western lines. This book analyses the role which western bankers have played in China’s economic reforms, focusing on their influence on institutional change and corporate governance. Based on extensive original research, the book shows that while components of western models of corporate governance have been widely adopted, the motivation for these changes seems to have been legitimacy-seeking by Chinese banks, and that whilst there has been relatively rapid change in the formal legislative environment, informal organisational practices are changing at a much slower pace. Alliances between Chinese and western banks are woven with contradictions and power games and so many actors in the Chinese banking sector seek to resist manipulation by their western counterparts. The financial crisis weakened the idea that western banks are a universally correct model and strengthened China’s resolve to keep control of its banking sector and manage it along Chinese lines.

Book excerpt: This book argues that China’s Belt and Road Initiative should be seen more as a geopolitical project and less as a global economic project, with China aiming to bring about a new Chinese-led international order. It contends that China’s international approach has two personas – an aggressive one, focusing on a nineteenth century-style territorial empire, which is applied to Taiwan and the seas adjacent to China; and a new-style persona, based on relationship building with the political elites of countries in the Global South, relying on large scale infrastructure projects to help secure the elites in power, a process often leading to lower democratic participation and weaker governance structures. It also shows how this relationship building with elites leads to an acceptance of Chinese norms and to changes in states’ geopolitical preferences and foreign policies to align them with China’s geopolitical interests, with states thereby joining China’s emerging international order. Overall, the book emphasises that this new-style, non-territorial “empire” building based on relationships is a major new development in international relations, not fully recognised and accounted for by international relations experts and theorists.

Book excerpt: Major IR theories, which stress that actors will inevitably only seek to enhance their own interests, tend to contrive binaries of self and other and ‘inside’ and ‘outside’. By contrast, this book recognizes the general need of all to relate, which they do through various imagined resemblances between them. The authors of this book therefore propose the ‘balance of relationships’ (BoR) as a new international relations theory to transcend binary ways of thinking. BoR theory differs from mainstream IR theories owing to two key differences in its epistemological position. Firstly, the theory explains why and how states as socially-interrelated actors inescapably pursue a strategy of self-restraint in order to join a network of stable and long-term relationships. Secondly, owing to its focus on explaining bilateral relations, BoR theory bypasses rule-based governance. By positing ‘relationality’ as a key concept of Chinese international relations, this book shows that BoR can also serve as an important concept in the theorization of international relations, more broadly. The rising interest in developing a Chinese school of IR means the BoR theory will draw attention from students of IR theory, comparative foreign policy, Chinese foreign policy, East Asia, cultural studies, post-Western IR, post-colonial studies and civilizational politics.

Global governance, advocating global norms, requires intervention into sovereign domains in defiance of those norms. However, an ascendant China adheres to a classic stance on sovereign integrity which prohibits such intervention. Whether or not China will ultimately Sinicize global governance or become assimilated into global norms remains both a theoretical and a practical challenge. Both challenges come from China’s alternative style of global governance, which embodies the doctrine of 'balance of relationship,' in contrast with the familiar international relations embedded in ’balance of power’ or ’balance of interest.’ An understanding of China’s intervention policy based upon the logic of balance of relationship is therefore the key to tackling the anxiety precipitated by these theoretical as well as practical challenges.
