Walker argues against much of the conventional wisdom and scholarly literature on the breakup, which emphasizes what he calls the 'demand side' of the problem, or the role of nationalist mobilization and the rise of separatist aspirations in the USSR's union republics. He points out that support for dissolution was limited to a handful of republics that included only a small portion of the Soviet population. Instead, the author highlights the critical role played by the USSR's ethno-federal system, as well as the normative claims and legitimizing myths of Soviet nationality policy. These institutions and myths empowered the anti-union opposition even in those union republics where they had limited support, and they help account for the highly ineffective strategy that Gorbachev adopted to overcome the USSR's 'nationality crisis.' Dissolution is his poignant, analytically provocative account of the decline and fall of the late German Democratic Republic. This book explains the powerful causes for the disintegration of German communism as it constructs the complex history of the GDR. Maier looks at the turning points in East Germany's forty-year history and at the mix of coercion and consent by which the regime functioned. He analyzes the GDR as it evolved from the purges of the 1950s to the peace movements and emerging youth culture of the 1980s, and then turns his attention to charges of Stasi collaboration that surfaced after 1989. Agnes Horvath and Arpad Szakolczai attempt to explain the demise of communist power by analysing in detail the internal apparatus of the communist regime in Hungary shortly before these historic changes took place. The book is based on unique empirical material: the result of a sociological survey carried out in 1988 in the district level communist party committees of Budapest. Extensive interviewing and direct questionnaires to party workers revealed the extent of the interpenetration of communist power and society, but also began to reveal the gradual self-elimination process of the communist system. Book excerpt: This book shows that without the cooperation of the"mixed-bloods," or part-Indians, dispossession of Indian lands by the U.S. government in the nineteenth and early twentieth centuries would have been much more difficult to accomplish. The relationship between the Métis and the loss of Indian lands, never before fully explored, is revealed in Unrau's study of Charles Curtis, a mixed-blood member of the Kansa-Kaws. Curtis is best remembered as Herbert Hoover's vice-president, but he also served in Congress for more than 30 years. A successful lawyer and Republican politician, Curtis had spent his early years on a reservation but grew up comfortably and fully integrated into the white world. By virtue of his celebrated status, he became the most important figure in the debate over federal Indian policy during the late nineteenth and early twentieth centuries. As the Indian expert in Congress, Curtis had significant power in formulating and carrying out the assimilationist program that had been instituted, particularly by the Dawes Act, in the 1880s. The strategy was to encourage reservation Indians to reject communal life and reap the rewards of individual enterprise. Central to these developments were questions of ownership, land claims, allotments, tribal inheritance laws, and what constituted the public domain. The underlying issues, however, were Indian identification and assimilation. The government's actions—affecting schools, the federal courts, Indian Office personnel, allotment and inheritance laws, mineral leases, and the absorption of the Indian Territory into the state of Oklahoma—all bore the mark of Curtis's hand.
