They ask what it means to abandon the objective of economic growth; how we can encourage the emergence of other visions to guide society; how global visions and local transition initiatives should be connected; which modes of governance should be associated with the required social and technological innovations. Ultimately this policy failed, leaving behind inefficient state economic enterprises and widespread poverty. Political unrest in 1988 led a newly installed military government to liberalize the economy, opening it to foreign investment and private participation in trade. This move towards a market economy was in line with world-wide trends, but political instability forced the country to follow a course different from neighboring countries. By analyzing economic policies and performance across the economic spectrum, this book presents an overall picture of economic development in Myanmar between 1988 and the early 2000s. The authors synthesize both macro and micro level data to overcome some of the limitations of unreliable national statistics, and show how the government attempted to deal with two key issues it faced. The first was how to reform the inefficient socialistic economic system in conformity with a market economy, and the second was how to develop the agricultural and underdeveloped economy to alleviate mass poverty.

Japan stands at the forefront of such social change in the East Asian region as well as in the Global North. It is in this context of ‘post-growth society’ that housing issues are examined, using the experiences of Japan at the leading edge of social transition in the region. The post-war housing system was developed during the golden age of economy and welfare, when upward social trajectories such as increasing population, high-speed economic growth with rising real incomes, housing construction driven by high demands, increasing rates of home ownership supported by generous government subsidies generated new housing opportunities and accompanying issues. As we have entered the post-growth phase of socio-economic development, however, it requires a re-examination of such structure, policy and debates. This volume explores what roles housing plays in the reorganisation and reconstruction of economic processes, social policy development, ideology and identity, and intergenerational relations. The volume offers a greater understanding of the characteristics of post-growth society – changing demography, economy and society – in relation to housing. It considers how a definitive shift to the post-growth period has produced new housing issues including risks as well as opportunities. Book excerpt: While output declined in virtually all transition economies in the initial years, the speed and extent of the recovery that followed has varied widely across these countries. The contrast between the more and less successful transitions, the latter largely in the former Soviet Union, raises many questions about the relative roles played by adverse initial conditions, external factors, and reform strategies. This paper summarizes the macroeconomic performance of the transition economies. We first review the initial conditions confronting these economies, the reform strategy that was proposed, and the associated controversies that arose a decade ago. We then account for the widely different outcomes, highlighting the role of exogenous factors and the macroeconomic and structural policies adopted by the countries. We find that both stabilization policies and structural reforms, particularly privatization, contributed to the growth recovery. We also conclude that the faster is the speed of reforms, the quicker is the recovery and the higher is growth.
