Along with “fake news,” the post-truth denial of facts constitutes a major concern for numerous policy fields. Whereas a standard response is to call for more and better factual information, this Element shows that the effort to understand this phenomenon has to go beyond the emphasis on facts to include an understanding of the social meanings that get attached to facts in the political world of public policy. The challenge is thus seen to be as much about a politics of meaning as it is about epistemology. The analysis here supplements the examination of facts with an interpretive policy-analytic approach to gain a fuller understanding of post-truth. The importance of the interpretive perspective is illustrated by examining the policy arguments that have shaped policy controversies related to climate change and coronavirus denial.

In our increasingly globalized world, states have been stripped of much of their power to shape the course of events. Many of our problems are globally produced but the volume of power at the disposal of individual nation-states is simply not sufficient to cope with the problems they face. This divorce between power and politics produces a new kind of paralysis. It undermines the political agency that is needed to tackle the crisis and it saps citizens’ belief that governments can deliver on their promises. The impotence of governments goes hand in hand with the growing cynicism and distrust of citizens. Hence the current crisis is at once a crisis of agency, a crisis of representative democracy and a crisis of the sovereignty of the state. In this book the world-renowned sociologist Zygmunt Bauman and fellow traveller Carlo Bordoni explore the social and political dimensions of the current crisis. In what Conor Gearty calls our 'neo-democratic' world, the proclamation of universal liberty and security is mocked by facts on the ground: the vast inequalities in supposedly free societies, the authoritarian regimes with regular elections, and the terrible socio-economic deprivation camouflaged by cynically proclaimed commitments to human rights. The book identifies neo-democracies as those places which play at democracy so as to disguise the injustice at their core. But it is not just the new 'democracies' that have turned 'neo', the so-called established democracies are also hurtling in the same direction, as is the United Nations. A new vision of universal freedom is urgently required. Drawing on scholarship in law, human rights and political science this book argues for just such a vision, one in which the great achievements of our democratic past are not jettisoned as easily as were the socialist ideals of the original democracy-makers.
