During the Cold War, world peace and the system of free trade have depended on the economy and military efforts of the United States. Today, however, the relative strength of the United States has declined and that of Japan and Western Germany has risen. It is no longer possible for the United States to support the international world order alone. In this difficult time, the most important objective is to contribute to prosperity, stability, and security around the world. Japan must perform a role equal to its position as the world's second largest economic power, but its efforts to do so up to now, have met obstacles not only in Japan but also in East Asia. Japan has done much to maintain the stable world without using military forces. However, it is now time to identify Japan's appropriate role in the political, economic, and military realms. This paper examines the most appropriate and practicable roles for Japan as an advanced country and recommends Japan provide military forces to peace keeping units on the same basis as other countries within specifically defined limits, expand its non-military aid, and maintain an adequate self defense capability.

In Japan, market opening demands from Washington and the fraying of America's social fabric have raised questions as to the wisdom of relying too heavily on the U.S. as a security partner and a socio-economic model. In the U.S., frustration with continuing bilateral trade deficits and a growing perception that the Japanese are playing by different economic rules has begun to strain the relationship. Particular concern has been raised about the danger of U.S. technology flow to Japan in both the military and civilian sectors. While a close U.S.-Japan security relationship is likely to continue for many years, both nations will have to learn how to participate in a more equal partnership.

Since the end of World War 11, the close U.S.- Japan security relationship has benefited both nations. The United States has been able to anchor its East Asian military presence in Japan, helping to contain communist influence and lending stability to the region. Japan has been able to concentrate on rebuilding its economy with relatively little concern (and cost) for its own defense. But both Tokyo and Washington have begun to reassess their security requirements in view of changing global threats and, in the United States case, in the face of perceptions of long-term economic decline. An important part of this reassessment involves an examination of the purpose and structure of the U.S.-Japan security relationship. In Japan, two events have prompted debate on the security relationship. The first is the apparent disappearance of a security threat from the former Soviet Union. The second is criticism-both domestic and foreign at Japan has received for its limited role in the Persian Gulf War.

Richard J. Samuels demonstrates that over the last decade, a revisionist group of Japanese policymakers has consolidated power. The Koizumi government of the early 2000s took bold steps to position Japan's military to play a global security role. It left its successor, the Abe government, to further define and legitimate Japan's new grand strategy, a project well under way-and vigorously contested both at home and in the region. Securing Japan begins by tracing the history of Japan's grand strategy—from the Meiji rulers, who recognized the intimate connection between economic success and military advance, to the Konoye consensus that led to Japan's defeat in World War II and the postwar compact with the United States. This book analyses the shift in Japan’s security policy by examining the collective ideas of political parties and the effect of an international norm. Starting with the analysis of the collective ideas held by political parties, this book delves into factors overlooked in existing literature, including the effects of domestic and international norms, as well as how an international norm is localised when a conflicting domestic norm already exists. The argument held throughout is that these factors play a primary role in framing Japan's security policy. Overall, three security areas are studied: Japan’s arms trade ban policy, Japan’s participation in United Nations Peacekeeping Operations, and Japan’s enlarged military roles in international security. Close examination demonstrates that the weakening presence of the left since the mid-1990s and the localisation of an international norm encouraged Japan to broaden its military role. Providing a comprehensive picture of Japan’s evolving security policy, this book asserts that shifts have occurred in ways that do not violate the pacifist domestic norm.
