It is one of the few good news stories of the last nine years. However, the deteriorating security situation and the international community's focus on stabilization and counter-insurgency rather than on long-term development means this good news story is in danger of turning bad. A new approach from both the Afghan government and donors is urgently required to hold onto the gains that have been made. This report is based on field research carried out in the summer of 2010 in 17 provinces out of a total of 34 in Afghanistan. It was conducted by Oxfam and 15 partner organizations, including 13 Afghan non-governmental organizations (NGOs) plus CARE and Swedish Committee of Afghanistan (SCA).

Substantial progress has been made, but the women's rights movement faces an uncertain future in the wake of the 2014 international troop withdrawals. In addition to the potential for decreased financial and public support from international actors, women's rights advocates face the challenge of collaborating with a national government that has been mistrusted by the Afghan people while trying to promote norms and laws that often contradict deeply held community traditions. This report draws on numerous in-country interviews, discussions and debates to explore a way forward for women's rights in Afghanistan: promoting women's rights through an Islamic framework. Women's rights groups have increasingly been using Sharia-based arguments and working with religious leaders to give arguments for stronger women's rights protections more legitimacy. Greater understanding of how Islamic legal literacy, scholarship and dialogue might help protect women's rights in the coming difficult period is crucial.

Book excerpt: In this accessible combination of post-colonial theory, feminism and pedagogy, the author advocates using subversive and contemporary artistic representations of women to remodel traditional stereotypes in education. It is in this key sector that values and norms are molded and prejudice kept at bay, yet the legacy of colonialism continues to pervade official education received in classrooms as well as ‘unofficial’ education ingested via popular culture and the media. The result is a variety of distorted images of women and gender in which women appear as two-dimensional stereotypes. The text analyzes both current and historical colonial representations of women in a pedagogical context. In doing so, it seeks to recast our conception of what ‘difference’ is, challenging historical, patriarchal gender relations with their stereotypical representations that continue to marginalize minority populations in the first world and billions of women elsewhere. These distorted images, the book argues, can be subverted using the semiology provided by postcolonialism and transnational feminism and the work of contemporary artists who rethink and recontextualize the visual codes of colonialism. These resistive images, created by women who challenge and subvert patriarchal modes of representation, can be used to create educational environments that provide an alternative view of women of non-western origin.

Covering such ground as the legacy of the British feminist imperialist savior complex and “the colonial thesis that all reform comes from the West” to the condescension of the white feminist–led “aid industrial complex” and the conflation of sexual liberation as the “sum total of empowerment,” Zakaria follows in the tradition of intersectional feminist forebears Kimberlé Crenshaw, Adrienne Rich, and Audre Lorde. Based on a three-year-study, the author examines the political, social and economic forces that influence and govern the reporting practices of journalists covering the protracted refugee conflict between Pakistan and Afghanistan. Through a critical discourse analysis of the structures of journalistic iterability of Afghan refugees in Pakistan, the author distils four dominant and three emerging frames, and proposes a new teleological turn for peace journalism as deliberative practice, that is to say practice that by promoting transparency and accountability (recognition) and challenging dominant power-proposed narratives and perspectives (resistance) encourages public engagement and participation (cosmopolitan solidarity). The author also privileges an analytical approach that conceptualises the nexus between digital witnessing and peace journalism through the paradigm of cosmopolitanism. The author finds routinely accommodated media narratives of security that represent Afghan refugees as a ‘threat’, a ‘burden’ and the ‘other’ that, through reinforcement, have become an incontestable reality for the public in Pakistan. This book will appeal to those interested in studying and practicing journalism as a conscientious communicative practice that elicits the very public it seeks to inform.

Book excerpt: After 9/11, there was an increase in both the incidence of hate crimes and government policies that targeted Arabs and Muslims and the proliferation of sympathetic portrayals of Arabs and Muslims in the U.S. media. Arabs and Muslims in the Media examines this paradox and investigates the increase of sympathetic images of “the enemy” during the War on Terror. Evelyn Alsultany explains that a new standard in racial and cultural representations emerged out of the multicultural movement of the 1990s that involves balancing a negative representation with a positive one, what she refers to as “simplified complex representations.” This has meant that if the storyline of a TV drama or film represents an Arab or Muslim as a terrorist, then the storyline also includes a “positive” representation of an Arab, Muslim, Arab American, or Muslim American to offset the potential stereotype. Analyzing how TV dramas such as The Practice, 24, Law and Order, NYPD Blue, and Sleeper Cell, news-reporting, and non-profit advertising have represented Arabs, Muslims, Arab Americans, and Muslim Americans during the War on Terror, this book demonstrates how more diverse representations do not in themselves solve the problem of racial stereotyping and how even seemingly positive images can produce meanings that can justify exclusion and inequality.
