Book excerpt: Port Development and Competition in East and Southern Africa analyzes the 15 main ports in East and Southern Africa (ESA) to assess whether their proposed capacity enhancements are justified by current and projected demand; whether the current port management approaches sufficiently address not only the maritime capacity needs but also other impediments to port efficiency; and what the expected hierarchy of ports in the region will be in the future. The analysis confirms the need to increase maritime capacity, as the overall container demand in the ports in scope is predicted to begin exceeding total current capacity by between 2025 and 2030, while gaps in terms of dry and liquid bulk handling are expected even sooner. However, in the case of many of the ports, the issue of landside access—the ports’ intermodal connectivity, the ease of international border crossing, and the port-city interface—is more important than the need to improve maritime access and capacity. The analysis finds that there is a need to improve the operating efficiency in all of the ESA ports, as they are currently less than half as productive as the most efficient ports in the matched data set of similar ports across the world, in terms of efficiency in container-handling operations. Similarly, there is a need to improve and formalize stakeholder engagement in many of the ports, to introduce modern management systems, and to strengthen the institutional framework to ensure the most efficient use of the infrastructure and to be able to attract private capital and specialist terminal operators. Finally, given the ports’ geographic location and proximity to main shipping routes, available draft, and the ongoing port-and-hinterland development, the book concludes that Durban and Djibouti are the most likely to emerge as the regional hubs in ESA’s future hub-and-spoke system.

As a Ph.D.-student at the Delft University of Technology (period 1993 - 1997) I had the opportunity to develop and exercise my hobby on a full time base. The result was a Ph.D.-dissertation which was defended in December 1997. Unfortunately, these research results were published in Dutch while the majority of the interviewees and employees in the world of international seaport administration are English speaking people. Both for the reason of high international relevance of the results I felt the necessity to get this Ph.D.-research translated and published in English. With the excellent help of my promotor Prof.dr. W.G.M. Salet I found Prof.dr. H. van der Wusten prepared to cover this study on international seaport administration in the Kluwer GeoJournal Library series. I thank Mr. Van der Wusten for giving me this opportunity. But also due to the outstanding help of my current employer 'Zeeland Seaports Authority' the funding for the translation became very quickly possible. I thank the Managing Director of Zeeland Seaports Authority, Mr. J.M.H.G. Philippen, and the Commercial Director, Capt. J. Book excerpt: South Africa is the dominant force in an area that is of increasing strategic importance to the West, yet few studies address the geopolitical pressures that dictate the course of events there. Analyzing South Africa’s base of power, the authors argue that because South Africa’s relationships with other states in Southern Africa are asymmetrical in nature, the country has substantial economic and political leverage in the region. Control of Southern Africa’s transport infrastructure and the ability to project a conventional or surrogate military presence throughout the region, for example, gives South Africa the power to affect the economic and political stability of virtually all regional states. Asymmetry also characterizes relationships at the global level. Because the West depends upon South Africa for access to the region’s strategic minerals, for the security of the Cape oil route, and for the country’s ability to counterbalance the Soviet presence in Southern Africa, South Africa exercises considerable influence over the African foreign policies of the superpowers. Focusing on the major geopolitical variables affecting South Africa’s ability to sustain power, the authors analyze the economic and geographic factors that contribute to asymmetrical relationships and examine the pluralism that divides South African society. Pretoria’s successful foreign policy, which has created a security corridor of new buffer states, is given particular emphasis. In addition, the authors provide a detailed analysis of South Africa’s minerals-based economy and discuss the implications for regional stability of economic sanctions against South Africa. Finally, they outline a policy framework that takes regional economic, political, and geographic realities into account.

Book excerpt: Over the last two decades the concept and practice of Local Economic Development (LED) has gained widespread acceptance around the world as a locally-based response to the challenges posed by globalization, devolution, local-level opportunities, and economic crises. Support for local economic development is now firmly on the agenda of many national governments and key international agencies. This volume examines the debates about Local Economic Development and examines some of the unfolding experiences of LED in the developing world. The focus is upon the region of southern Africa, and more especially upon post-apartheid South Africa. LED emerged in South Africa as one of the more significant post-apartheid development options being pursued by empowered localities with the overt encouragement of national government. Elsewhere in the developing world, much interest surrounds the experience of LED in post-apartheid South Africa, which is seen as a laboratory for experimentation, innovation, and learning. The seventeen chapters in this book examine the range of LED interventions that have been the basis for experimentation in the last decade, including both pro-market as well as pro-poor interventions. Key themes include debates about the most appropriate policy directions for LED, its contribution towards sustainable development, the role of social capital, cluster support, public procurement, eco-development, good governance and tourism-led LED. The book also contains a series of detailed case studies on the implementation of LED in South Africa and the wider region of southern Africa, including analyses of LED undertaken at a variety of scales from the provincial, metropolitan, and small-town level.
