In a practice reminiscent of Tsarist and Soviet Russia, a large number of ‘enemies of the state’ were banished to remote areas, far from their homes, communities and followers. Here their existence became ‘a slow torture of the soul’, a kind of social death. This is the first study of an important but hitherto neglected group of opponents of apartheid, set in a global, historical and comparative perspective. It looks at the reasons why people were banished, their lives in banishment and the efforts of a remarkable group of activists, led by Helen Joseph, to assist them.

The 2020 Disaster Management Act saw the state sweep through rural areas, targeting funerals and other customary practices as potential "super-spreader" events. This unprecedented clampdown produced widespread disruption, fear and anxiety. The authors build on path-breaking work concerning local responses to West Africa's Ebola epidemic, and examine the HIV/AIDS pandemic, to understand the impact of the Covid crisis on these communities, and on rural Africa more broadly. To shed light on the role of custom and ritual in rural social change during the pandemic, Covid and Custom in Rural South Africa applies long-term historical and ethnographic research; theories of people's science, local knowledge and the human economy; and fieldwork conducted in ten rural South African communities during lockdown. The volume highlights differences between developments in Southern Africa and elsewhere on the continent, while exploring how the former apartheid homelands-commonly, yet problematically, represented as former "labor reserves"-have since been reconstituted as new home-spaces. In short, it explains why rural people have been so angered by the state's assault on their cultural practices and institutions in the time of Covid.

The authors of Tell Our Story investigate this problem and offer a hands-on demonstration of listening journalism and research in practice. In the process they dismiss the idea that some groups are voiceless, arguing that what is often described in such terms is mostly a matter of those groups being deliberately ignored. Focusing their attention on three very different South African communities they delve into the life and struggle narratives of each, exposing the divide between the stories told by the people who actually live in the communities and the way in which those stories have been understood and shaped by the media. The three communities are those living in the Glebelands hostel complex in Durban where over 100 residents have been killed in politically motivated violence in the past few years; the Xolobeni community on the Wild Coast, which has been resisting the building of a new toll road and a dune mining venture; and Thembelihle, a settlement south-west of Johannesburg that has been resisting removal for many years. The book concludes with a set of practical guidelines for journalists on the practice of listening journalism.

Book excerpt: In Bantu Authorities: Apartheid's System of Race and Ethnicity, Veronica Ehrenreich-Risner provides the first holistic study of the Bantu Authorities (BA) system that implemented rural apartheid. The system extended segregation by including ethnos theory to establish underfunded “self-governing” homelands to curb the expense of “native” administration yet retain control of the cheap labor upon which white capital depended. Based on over sixty interviews with Zulus and former commissioners, and archival research, Bantu Authorities proves the primary objective of the system was to protect white capital, with white racial purity secondary. Ehrenreich-Risner argues that the system disrupted the Brownlee tradition of guardianship for commissioners and the tradition of reciprocity for ubukhosi. Bantu Authorities ends by examining the lingering consequences of rural apartheid and asks what rural Africans have gained with majority rule when they remain bound to BA structures.
